You need to buy:

Kerr, Allen (1972) Lao-English Dictionary. Bangkok: White Lotus.

Last time I looked they had a copy in the bookshop near the Thai airways ticket office on Pangkham road opposite Lao Airlines head office (near BCEL bank).
It is expensive but it has the only transcription for writing Lao using the English alphabet that actually includes tone markers. The problem is that some of the symbols that he uses are not available in microsoft word. So basically there is no standard way of writing the Lao alphabet in english and accounting for tones. If you look at all the academic books on Laos (cf. Grant Evans, Andrew Walker) each writer has a little section on transcription at the front of the book where he says there is no standard and then makes his own up. Most people just don't use tones in English transcription. There is an older French system but I dont think they used tone markers.

If you actually just meant identifying the correct tones for these words in Lao then most of them should be in the kerr dictionary.

Could someone please spell those in Lao?

I made a wallpaper and I could no find a spelling of Saythatilat.

I ended up spelling it like "ໄຊຍະສໍດເສນະ"

I got the spelling from his statue, I took a picture of the base and I looked at it until I found something that could be his name. I am really confused and I'm glad this topic came up.
