Drive lighting to be enforced next month

By Vinnaly

(KPL) In the coming month, road users will put on light during daytime, which is a way to reduce road accident by 20 per cent, said Chairman of Lao Vehicle Association, Mr. Saner Choulamany.

Untitled-1-eng-4.jpgSo far, the majority of road accidents have stemmed from drink driving.

Drive lighting will warn the driver from opposite direction to be more careful, he added.

Under the article 17 of the traffic rule of the Lao PDR in 2007 stipulated that the road users are eligible to turn on light at night or daytime in case of heavy rain, fog and dark conditions. But there is no longer the road users will turn on light for 24 hours by the automatic light system and to improve the traffic system of Laos is suitable for the ASEAN member countries in 2015.

So far, the Ministry of Public Works and Transport, Lao Vehicle Association and other sector concerned have already discussed the above plan following the study and the information collection have been done in many countries it saw that this was an effective way.

The use of plan is expected to be tested nationwide at the end of September, said Mr. Saner.

New import cars will be equipped with automatic light system with the property of turning off.

Many countries has implemented the drive lighting approach have been found that it can reduce the road accident.

On the other hand, Laos is preparing for the ASEAN community by 2015 so the standard of vehicle must be harmonised which mean the vehicles in ASEAN to be used the same technique in the ASEAN, Mr. Saner went on

Drive lighting during daytime has already been taken place in Indonesia, Malaysia, Thailand and Singapore.

According to the information of Traffic Police Department of Ministry of Public Security reported that the main cause of road accidents and casualty were the road users negligence, drink driving and driving without wearing the helmet.

In the first six months of this year, more than 500 people died of 3,500 road accidents nationwide, of which motorbike covered highest rate, accounting for 85 per cent.

I don't think not necessary to turn car or motor bike head light on in day time on less it's foggy in the morning time and or it's raining while you operate your car or motor bike. The most traffic accidents in Laos are came from outlaws driver, not from the head lights are off in day time. Drunk driver is a main factor that cost the most serious accidents in Vientiane. The Laos traffic cops don't take serious to the people who's violated the traffic laws, they just let them go free after they give them an envelope filled with money inside of it. There are also the most outlaws drivers are the sons, grandsons, cousins or relatives of top rank of Laos police officers and Laos governments. When they got cough from traffic violation they set them free right after they showed their identities to them.

Outlaws drivers to be blamed.

I totally support this idea. Turning the headlight on is 25% safer , most cars and motorbikes equipped

Daytime Running Lamp(DRL). DRL will turn on automatically when engine running, no need to enforce

them to turn on.

This so true, police stop us for having the head light on and its in the morning not dark but early morning plus fined us for making right turn on red. Most people there just do not know how to drive and do not know the rules including the police who monitoring the trafic and most of them don't even know how to drive how would they know how to patrol correctly.

Nangdarling.

Both, traffic polices and auto users, don't know traffic laws. The traffic polices in Laos know only how to collect inside envelopes fined from the auto drivers and motorbike operators and even some time bicycles riders also. The auto and motorbike users in Laos don't know the traffic rules or traffic laws either, they just want to drive or ride what ever they want.  Both traffic polices and auto users are above the traffic laws.

I think the traffic police needs to inform people about risk driving without light in the night !

And give LED lights for bicycles (kids coming in the night with bicycles on Thadea for an example ...)

So many people driving without light in the night ... (and some place in Vte have no more city light)
