This is That Banmang (Banmang stupa), a semi-ruined 15th century Xieng Khuang style stupa; and resident monk. Located at Muang Sui, Xieng Khuang province.

Muang Sui was once a city of antique Buddhist temples and quaint provincial architecture. Muang Sui was totally razed late in the Indochina War by the North Vietnamese Army after they ran the Royal Lao Army out of Xieng Khuang province.
