(dpa) - Lao Prime Minister Bouasone Bouphavanh has called for a crackdown on corruption and luxurious living among government officials, state media said Wednesday.
Bouasone, in a recent address to the Lao National Assembly, complained that corruption and luxury were now rife among government officials in the one-party communist state, Radio Vientiane said in a broadcast monitored in Bangkok.
"The time is ripe for us to crack down on corruption and luxury and every wrong-doer who has violated the law," Bouasone told the legislative body, which launched its annual session on June 18.
"No one can help us fight corruption," he said. "We must do it ourselves."
The National Assembly is tasked with reviewing the government's performance over the past year and is to later debate a law on corruption as graft in the one-party state has become a growing problem.
Laos has been ruled by the Lao People's Revolutionary Party since 1975. Elections are held every five years, but only candidates from the ruling communist party and government-approved independents, who were first allowed to run in 2002, are permitted to contest the polls.
Actually, I believe him he would do so. Although I don't him personally, there are some grounds to believe that he is the real PM who can solve any problems in our country. Firstly, he is european educated. He is likely opened mind person. He was an activist in students stricke (1973-1975), I saw him when I attended in Pakse students strike. At that time we talked a lot about Boon Oum corruption. Secondly, he is a person of action rather than just talking, unlike others. Judging from what he talked in each meeting with government officers or Lao people, we knew that he talked about the problems existed and the way how to solve. He is not like someone who just urges people do this do that, but not looks into the real problems existed such as: "If you want to improve your life you need to work more harder". Like this no use. Finally, as far as I know he is not a corruption man. I heard nothing about his land or big house in Vientiane or in other provinces of our country. I also strongly beleive he is not Godfather of any companies or factories. This is made me to believe he would able to do it even hard he will strike to succeed. Regards, TSP
That is very good statment. Keep improving our country der Gov. I wish the aproach will be approved soon. I am proud of people, whom love being honesty all people.
"No one can help us fight corruption," he said. "We must do it ourselves." Yes but when, how and where to begin ? I think it is the nightmare of government and simple people or honest people : not only high ranking government officials who own shining car and beautiful palaces from nowhere, even small tax officials drive lexus or mercedes benz without mentioning vego and tiger. Nevertheless, the prime minister statement will enable state auditors to work more effectively... I hope to live long enough to see the day that all corrruptors were put in jail...or punished and not changing place or position !
Lao Prime Minister Bouasone Bouphavanh on Tuesday sacked five ministers from his cabinet after calling last month for a crackdown on government corruption, officials said. The Lao National Assembly approved the sackings of the finance minister, sports minister, environment minister and two ministers belonging to the prime minister's office. As I said earlier, he is a real PM who would be able to solve any problems of our beloved country. He is a man of action. I really support him. No time anymore to compromise with corruption. (TSP)
To eliminate corruption, first of all is the application of the policy and of the law, if high ranking officials follow strickly the law, I don`t think that corruption would be widespreaded among civil servants like nowaday. Corruption is like a big tree and now it is 32 years old, imagine how big it is and how long the root it has...If we don`t cut off the root, it will continue to flourish, sure ! and what tool the government will use to overcome this plague ? we have many exemple of other countries like China, Vietnam....
Sabaidee all Khon Lao/LaoNai-LaoNok, To be honest, how would the Lao Government fight corruptions within the country? I personally think it is impossible. It was wonderful to hear that the top official announced that they are going to do this by themselves. I have few suggestions to help fight corruptions if they really want to make it work effectively. 1. Make the law " the Supreme Laws of the country." 2. Weed out all the incompetent officials. 3. Allow the lao citizens to voice about their opinions/input and be in charge in governing the country. 4.Make all necessary tax collections more transparent to all. 5.Demand all the top officials to report all their income and other activities that involved any unusual incomes. MORE.......... Good Luck!
I too have hopes for this PM, he was making these kinds of noises when he cam in. At least he's trying. He does need help though. Corruption is so widespread. As an outsider I see corruption where others see tea money or greasing the wheels. The laws are already there, what's needed is a strong independent judiciary. Also an internal affairs department in every police department. Ongoing stings for the forseeabl future. I never hear of the sting in laos. Imagine if the next time you PAID a bribe getting arested?, or undercover police offering bribes?
Lao judiciary is a joke, is a waste of money. they don't even deserve to be in the new building. They cannot reinforce the law, they cannot put anybody in jail, in fact, they have no clue why they work there in the first place. Sue me...
I wish him well, but I don't think he can solve many problems Laos is facing. No way he can crack down or eliminate corruption in Laos. No way he can stop the deforestation and no way he can stop foreigners from plundering Lao natural resourses.
"Lao government cracking down on curruption" the irony in that is so thick you can cut it with a butter knife. Has any one here read "Animal Farm, by George Orwell? Good comparison between the book and the Lao government.
America is more corrupt than Laos, and on a larger scale too. Enron, Worldcomm, these companies were supported by the government in washington which turned a blind eye while they inflated their profits by over 7 BILLION DOLLARS. This is more money than Laos has ever had, so I don't understand why people see Laos as corrupt and America as good government. There is a difference between a company that extorts billions of dollars and the party official who sells his services to build a nice house or send his children to school. Both are wrong, but it is clear that one is caused by poverty (the party official) and the other is caused by greed.
I applied for a new driving licence plate since 30/11/2005 ... I still have to use the pemporary one `cos it is not yet finished and has been postponed for the fourth time because I don`t want to give them bribe, it is their duty to serve people after all and are paid by the government for this purpose, why have I to pay more than the registration fees ? All the F ...staff of this department deserve to be fired ! !

Ok, everyone is corrupted so lets just let everything be as they are.
That kind of thinking is BullCrap!
Wrong is wrong and you can not justify it with comment like that.
Hey, I am poor I don't have car but is it acceptable for me to go rob a bank so I can have money to buy myself a nice car?????
NONONONONO!

I agree with you NOBODY SHOULD BE ABOVE THE LAW, otherwise LAO will be A LAWLESS country. LAO is not a DEMOCRATIC country so it should have a body to deal with CORRUPTION, if LAO PRIMINISTER corrupted he should face the consequences accordingly.....that is a country with LAW.
the Lao PM want to to say that . ok you can keep on corruption but not so much as today. you should be more clever, do not live luxurious life or not people will eyes on you! then public opinion will attact you. Mr Bousone himself i think he corrupt too, but not too over and he does not show off so he these is no body pay attention on him! hixxx... Lao PM is very smart. according to me, at an exact and reasonable level, corruption can help society developing faster. it's a kind of power. why? Ex: in Laos Lao official salary is only from 30$-120$. if without corruption, so how to live with that money? your house, your transport means, fuel, tax, bills, children, wedding, shopping, entertainment...but when the corruption is too over it will damage society! just my personal thinking!
let`s see the newly appointed state auditing authority head Dr. Bouasy Lovansay, inister to the Prime Minister`s office whether he would be able or not to cope with the plague , the black disease called " CORRUPTION "
Your way of thinking and logic is wrong. I can't believe a person can think this way. You are saying it is fine to be corrupted not too big but just a little. Maybe you are saying don't bribe you with $1 Million dollars...you are just fine with $10 thousands dollars.
It is acceptable to kill a person with a little knife instead of a big knife? and don't brag to anyone you killed a person?
BIG KNIFE OR LITTLE KNIFE AND TELL THE WORLD YOU KILLED ....IT DOESN"T MATTER BECAUSE IT IS WRONG TO KILL. END OF STORY.
You saying you can't survive on $30-$120 a month salary?
OMG....what is wrong with you people. Most people in Laos thinks this way? How do you people survive before you make that much money?
Am I awake in some alternate reality? Isn't Laos a Buddhist country with over 80% Buddhist? Didn't you people learn anything going to the temple for Tukk Badt? Even if you are not a Buddhist you should know, "Live little spend little". Be happy with what you have. If you have the money spend for the thing you want. it doesn't mean go take a bribe so you can have the money to spend on the things you want.
Doesn't Lao people belive in Honesty, Pride, and Integrity anymore? My father already told me but I didn't believe him. I have hope for people of Laos.
Now I think you people are so corrupted you think is acceptable to steal as long as you don't steal a lot.

hehe ! Saffron, if every lao official think and reason like you, there wouldn`t be so wide spread corrupted and corrupting people, Hehe ! today I steal an egg, tomorrow I`ll steal a pig and after tomorrow I`ll steal a horse or an ox exct...while there`s not any law to punish me `cos I have many many high ranking friends who do the samething as I do...Yes, Dr. Bouasy would have to do the dirtiest and most complicated job in his life...

I know. It is like the American police. They have an unwritted code among them that they will not inform on each other.

GOOD FOR HIM. NOW LETS PUT THOSE WORD INTO ACTION. ITS ONE THING TO BE RICH IF YOU EARNED. BUT ITS ANOTHER THING TO STEAL FROM YOUR OWN PEOPLE WITH ABSOLUTE POWER. ITS MORALLY WRONG AND ITS CRIMINAL.
ITS VERY HARD TO STOP CORRUPTION. ALMOST NEXT TO IMPOSSIBLE. LOOK AT THE UNITED STATE, THAILAND, JAPAN, CANADA. EVERYWEEK YOU HEAR OF CORRUPTION OF A GOVERNMENT OFFICIALS. BUT IT MORE DEVASTING IN LAOS. BECAUSE LAOS IS SMALL, AND AID PACKET DONATED TO LAOS FROM OTHER COUNTRIES ARE ALMOST NOTHING. SO GOOD FOR HIM IF HE CAN DO IT. IF HE MEAN WHAT HE SAID, THAN HE IS A GOOD LAOS.
everybody in the world knows that Laos is so currupted!!
let's do simple math.. let say high ranking official makes $10,000 a year.. how can he afford a big ass vila... nice landcruiser ($75,000) how is that possible??
only way to solve this problem.. arrest those currupted officials starting from the top down. send the signals!!
uselees, my dear, you have not enough power to arrest them... and where will you put them afterward ? in prison ? it is already full ! kill them ? it is unlawful and in the other hand, they are over the existing law so let them going on corrupting...and going on living and dying in sin and the great Cha yomphibarn will lead them to the deepest and the hottest bottom of the hell !!! PY LONG NALOK ! savanh u ny ok nalok u ny chy !
if we dont have a corruption how come we survive in the country?
we dont have a corruption where is the money come from to buy stuff for my kids and family?
if we dont have a corruption when we will have a nice car to my dauther and son?
the Government pay less than 50USD per month. if we dont have a corruption how come we can buy a sticky rice and fuel? as anyone know now the economic face a bad situation in the globe, the rice price and fuel and other stufd raising...
1/4 Of Ours nation Budget That's lots Of Money! The Asian Development Bank says 25% of Laos' budget is unaccounted for every year. And the International Transparency Organization ranks Laos the 111th among the 165 most corrupted nations of the world.
debt!!! debt!! story of my life tooo.. i owed so much that i dont even know where to start making a payment.. i had to turn off my phone cause i'm tired of answering calls from Bills Collector Agency.. hahhahahha
i know i'm not staying on topic.... it is almost impossible to crackdown on curruption.. if i was one of those high ranking official, i would be so currupted myself... trust me i will, you only live once.. hahahha
So he only sacked the corrupted ministers, do they reprocess the goods as well? The damage is already been done, they should take them to court and prosecute them.

I`d like the PM have a closer eye on flooded area sub namngum dam, why the electricite of laos deverse water to innundate the lower land especially in this period of rainy season, and why the responsible of the EDL did nothing to avoid the lost of farmers, so the EDL can do what ever they want ? the EDL should pay all the lost of crops caused by flood from the namngum dam or change all the heads of the EDL. they cause many time the same mistakes many years consecutively... they get profits but the farmers paid the consequences.

I've just heard from someone living in Vientiane that this just happened again recently - about the dam authorities not controlling the runoff from the dam, resulting in flooding of low-lying land & destruction of not only entire fields of crops, but farmers' homes, livestock, etc were swept away too. Nothing left. Apparently, one year when it happened, it's because the dam manager was overseas on holiday (don't know why there was no one to cover his duties when he was away?).
No wonder poor people just get poorer in Laos...you get the worst location to farm, you can't afford to move to a better location outside of the flooding zone, & after all your hard work, everything you have is gone...not surprised people end up working in Thailand (or even begging in Vientiane).
yesterday I saw in the van athith newspaper, the EDL director stated that the flooding of namngum dam subregion happened by heavy and torential rain namlik and that the EDL did not open the watergates of the dam... so I appologize and i`m sorry what I said yesterday, I only heard from rumours of villagers.

Ummm Chiip for your inaccurate news, you should be put in jail according to new media law of Laos, but for your accepting your mistake bravely, you should be rewarded of my repect.
Many time I have make a comment about the corruption of Laos PDR officials. Many here denied it and outright accused me of being traitor to Muang Laos and Khone Lao.
Well now you have this report. What do you people say now?
