Why this building is abandoned for a long time? Why nobody develop it? Is it belong to Lao government? Can private company come and renovate it? I want it to turn to the biggest Lao souvenir shops in the capital
I remember that this building belongs to a wealthy family and it was built during 1960-1965 at the Fountain Circle in central Vientiane. I don't know wether the construction was completed or finished or not.
I am confuse. If it built in 1960's then it can't be by Russian.
It is possible it was built by Russian in the 80s. When I was still in Laos during that time I remember playing at this mountain and I don't remember any tall building like that but I was just a little kid.
