Govt scales down ‘new town' project (That Luang marsh)

The government has scaled down a plan to develop a new town in the area surrounding Beung That Luang marsh, according to a high-ranking official.

Vientiane Vice Mayor Somvandy Nathavong this week said the government initially planned to develop an area of 1,600 hectares, but would now reduce this area to 200 hectares at that site.

The government originally planned to transform the area from a wetland into an urban centre with tall buildings, hotels and businesses. But the project hit a hurdle because many residents had built permanent houses around the marsh and were asking the government to pay high prices for the land.

Mr Somvandy confirmed the project would continue and the government would find new pieces of land to develop. Project specifics are still subject to discussion.

“The government's decision is to spread the development into new areas,” he said.

The government is considering two alternative pieces of land in Vientiane for the project. One is at Km18, which is close to new National Stadium which is being constructed in Xaythany district, 20km from the city centre. The other is at Dongphosy village, which is close to the newly-built train station in Hadxaifong district, he said.

Officials met with people in these two areas to explain the development projects. The officials said the project would benefit local people by providing jobs.

The development project began early last year when the government decided to allow a Chinese company to use land at Beung Thatluang for several decades, in exchange for building the new National Stadium.

Laos will host the 25 th Southeast Asian Games in 2009 and needs new sporting facilities for the event.

The government said it did not allow the investors to rent the land, but instead established a joint partnership which was beneficial for the government and people. The government will receive a 5 percent stake in the Chinese development, and the new stadium will be built without any state investment.

When can we expect to have precise and reliable informations about this important, interesting but also worrying project concerning the development of Vientiane?

Since the authorities announced this project, we regulary have get contradictory informations about it... now the location is changing...
I'm sad and worry to see that authorities seems to don't really know what they want to do, or at least don't control the communication about this project.

At least I'm happy with their idea to scale down the project near That Luang from 1,600 hectares to 200 hectares. But again, the remain projects will be spreaded to other places near a new stadium and/or new train station. Haven't we have another choices to compensate for the new stadium?

According to me, the main problem is we have very few information about what will really be built... we cannot (and maybe noone can) evaluate if this project will be really benefical to local people or not.

I have no problem with the fact that a chinese company build a new part of Vientiane, modern, comfortable, etc...
But everything depend of the details of the project! who will live/work there? how will behave those people, especialy if they come from another country? Will they gently integrate lao society? What are the planned compensations for the people using that land before?

My family have some lands around the new train station (they grow rice, contributiong to feed Vientiane population), and live in Ban Dongphosy.... this project can be very benefical for us if it's just near our lands and if people living there behave gently... but it can be very bad if they want to build their new town ON those lands or if new inhabitants behave like thiefs....
