They just trying to prevent Laos from becoming a sex stop for the tourists, like Thailand. I think the fine should be more than $5000 and few months in the jail will teach them a lesson. The words will get out to those who are coming to Laos seeking for cheap sex.
Lao government can't punish foreigners who have sexual intercousre with Lao girls without marrying them. I saw Lao women having sex with foreigners in massage parlours and brothels in neighbouring countries with no problems. I think it's unfair to punish the foreigners only while let the Lao girls or women go free. Both sides have sex by consent not by force or rape. Why have this law if you can't enforce it. I myself am afraid of this law and so I only kissed and hugged the Lao girl without intercourse in a hotel in Vientiane even though the hotel employsee said it's o.k. to have the girl to sleep with you.
Yeah it's there alright but, from what I can tell quite loosely in place. I also think it's a good idea from traveling to all the surrounding Asian countries prostitution is far more open and rife in them than it is in Laos.

i have a mouth to mouth kissing for a long time with a girl who told me that she needs some money to pay for her education expense. I gave her a large sum of money just for kissing and hugging her in front of a hotel in down town Vientiane. That is it.
haha! I saw many tourisms took Lao girl to their room and blabla!! i think as long as they don't rape or force someone to have sex with is ok!! for example: the law is not allowed to have sex with a young under 18 years olds, but nowadays, many teenagers have sex when they are only 15, so sad...

I know there are going to be prostitutes but they shouldn't be hanging out in public places. It ruins the atmosphere for other tourists.

Two years ago, I was out drinking at Kobjaider Restaurant next to Nam Phu with bunch of friends. Few of them stupid tourists thought my friends was a hooker and was asking her out. I jumped in the middle of the conversation and told the guy off. I gave him few of my words and he left the sceen shortly.

There are many laws that are not on the books, indeed there is no public available book of laws except the loosely followed constitution. This law has been in affect since the opening of Laos to the outside world.
The law is no worse than those for Lao nationals who also aren't allowed to co habit outside of marriage.
The only time any of these laws are enforced is if someone gets pissed off.
Indeed I personaly feel fairly safe in Laos. I treat people with respect and everything always goes smoothly.
Over the past ten years or so I have noticed an increase in the amount of prostitution, all freelance girls hanging out at the bar. The distinction between prostitution and a girl looking for a rich boyfreind is a grey area. There is no sex tourism per say in Laos. Foreigners go to Thailand or Cambodia where things are much more explicit.
Prostitution for Lao Nationals is widespread and ubiquitous. Also for Chinese at thier casinos.
