mean this person is a foreigner.

for all we know, this person can be a lao national who was recruited by a foreigner to

He just wants to know many Lao ladies. That doesn't mean he wants to get married with Lao lady. So, be careful with the word "know". It could be changed to other word, but not marry, probably.
