Both are Lao Classical, the one which you guys considered as classical was the formal wear, the so called modern ddress was also classical but design for servants (PAI) or someone of older age.
I don't see any modern Lao dress. Both are classical but in different categories: first one is more like Lao-Lao and the second one is more 'ancient' Lao-Khmer style. Both are beautiful though.
This one reminds me of the Apsaras, except that the ancient apsara is topless like this one below.

This style I haven't seen in Laos. Don't tell me it's a Lao style.
Oh!!! this style is very old style most before Lao women they did not put any thing for upper body part. May be some our friends here still keep that old picture of Lao women. Please share here if some one has.
Before western influence, Lao wome used to be topless, sometimes, unless going to temple or formal ceremonies is required to be covered with a single piece of cloth wrap around the breasts. However, it's uncommon for the aristocratic women to be topless.
