I am sure you can find a Lao student or graduate who can help you out. Many kids are studying IT. Perhaps ask around at the National University or International School.
The internet speeds in Laos are very decent and useable. I had no problems watching videos, or downloading files while I was there. Of course, it varies from place to place, some were very slow, but many of the internet cafes have good connections.
