It has nothing to do with the USA. Japan doesn't want to make any nuclear weapons because they are a peaceful neutral nation. They actually made an agreement/pact to never go to war.
Either Japanese should have WMD or Not. is not up to the U.S.A. to decide. is up to United Nation members, But U.S.A. play the key role about this things. Remember WW II that Japanese Got kick butt by Americans. and sign the treaty that do not allow Japan to have this kindda weapon. and only allow them to have a very small army just to protect them self from outsider,But Today Japan is very different from early 40. After the war they starting develop their country very seriously, reform their education, reform their economy, reform their law from absolute monarchy to constitution Monarchy.sent a young students to school in European and America. and hire an expert to from Europ, America, Germany,France, or Italy to supervise them in Infrastration projects, this is why Japan is second largest economy in the world. Every pieces of electronic they used an engineer to build it, and as of now I think Japan already have ingredient to build any powerful Bom the world, as matter fact they already had a plenty of Nuclear Reactor.But just for energy used that all. and build up their army, Technology,and a hightech equipments.If people ask today who is the superpower in Asia ? people probably say China, no not me I would say Japan. of course Chinese economy might rise-up recently, But Japan still superpower right behind U.S.A.
