This news reminded me the case of English girl who had only 0.6 Kg of drugs was almost getting death penalty. But for Lao citizen, why the penalty only for life imprisonment ?

Police detains two Lao men with seven kilograms of heroin

(KPL) Two Lao men was arrested on 4 June 2009 in Savannakhet province for possession of seven kilograms of heroin and 12 packs of amphetamines and they had been travelling from the northern to the southern provinces, said an official of the Savannakhet Drugs Control Office.

They are Mr Thongdy 42 and Yonglilor 35, both from Donkao village, Namtha district, Luang Namtha province.

They are now under detention in the Savannakhet province痴 jail and the authorities are carrying out an investigation on them.

Head of the Drugs Control Office of Savannakhet province, Mr Bounheuang, told KPL News on 23 June that the duo hid the illicit drugs in the oil tank of their Ford pick-cup and their real intention was to sell them to their customers in Savannakhet province. ・We received a very good tip-off and were given information that two drug traffickers were driving a Vientiane Capital registered Ford Ranger pick-up carrying the number plate, 4232 and they were motoring from Oudomxay to Savannakhet,敗aid Mr Bounheuang.

After the arrest both of them confessed to police officials that they brought the heroin and amphetamine from a trade, based in Oudomxay province.
The traffickers told police officials that they attempted to sell the drugs in Savannakhet province.

The street price of a twin heroin bar in Laos is US$13,000 and for one packet of amphetamine the transaction price is 120,000 baht.

Mr Bounheuang said that the penalty for illegal possession of such a large amount of heroin is life imprisonment.

The difference is that they were not trying to smuggle it out of the country.
