Not important as long as he is intelligent , honest and love his country and his people and willing to sacrafy for Laos. 1, not selfish . 2, no corruption . 3. do not betray Lao people and Laos. 4, don't bring the an other nation to be master. (or be puppet for an other nation)

All the leaders no need to speak english, but of course the basic english speaking is important ,as for the official work, the leaders just need to an interpreter.

I think all leaders should be able to speak and understand english well because it is the global language. Maybe somey of you have no experience attending an international meeting so you dont appreciate the value of leaders being able to communicate in that language well. yes, they could hire an interpreter but the problem with those guys is most of the time they just simply translate and do not give emphasis on some important facts or information that the leader really wnated to communicate. so often than not words and messages are lost in translation.

I think:
- Shall the leaders are able to speak or understand English? Yes
bcoz they can understand and be able to exchange with leaders from other countries.
esp. in the professonal conference or else there are crucial and sensitive conversation.

- Is interpreter needed in the international conference? Yes
bcoz it shows the country's uniqueness and dignity by using owned language. esp. in political and courtesy meeting.

In international meetings... leaders should be able to speak, write and understand english .

In local affairs, leaders should speak own languange for people to understand his message and promote pride and  love for country and language.

Or

Leaders should learn to understand english even if unable to speak it well, then hire a trusted translator. in this case, by having the ability to understand, he will also know if his message is being communicated by the translator as he disires.

IF they are smart and clever, they do not need to know how to speak
second or third languages.

I have a different perspective.

If the English language is not your mother tonque, you no need to know that high English level to be a president of your country. You can use interpreter whenever you want.

Ofcourse English is important for daily life, but not for the official events. Especially when the leader need to make a decision, if the leaders pretend that they understand English very well, but actually they just understand some parts, it is going to be a big disaster for a country. As a leader, you have to understand things clearly before making a decision, and intepreters are always needed when dealing with the international conversation and decision making.

YES!!!!!! and YES!!!!  All leaders of any country shall be able to communicate in english..  You can't just sit at the big meeting like a tree... depending on a guy behind you telling to translate this and that...   wasted citizen of Laos $$$ to pay that guy to translate..  i'm sure his salary probably can feed the whole village for few months.

PM of Japan can not speak English at all, but he is a great leader.
So there is no relation of English ability and to be a leader.
If all the leaders speak English, then you are all under America no

It's good that a country leader know more than one language, but it's not necessary English.  A leader from Laos should be speaking Lao only when he is speaking in an official business such as TV interview or news conference.  He is suppose to represent all things Laos.  It is appropriate only in private setting for him to speak English, French, Chinese or whatever languages he's capable communicating.
