Lao officials reaffirm their government’s policy to welcome and solicit overseas Laotians to go back and help develop the country, adding that they are also ready to grant Lao citizenship to those who renounce their current nationality.

During an interview with VOA Bangkok stringer, Laos’ Ambassador to Thailand Ouane Phommachack confirmed that his government has had a policy to welcome Laotians from overseas to help develop the country for over 30 years, but it had not been publicly acknowledged until now.

Neverthless, the pursuance of this policy continually has resulted in the flow of overseas Laotians returning to Laos for different purposes, including going back to visit relatives, to invest, and to help the Lao government in various capacities as well as to live there permanently. However, those who wish to regain their Lao nationality, they must renounce their current citizenship, because Lao laws stipulate that all Lao nationals cannot hold dual nationality.

According to Ambassador Phommachack, regardless of his/her nationality and objectives, every overseas Laotian who wishes to return to Laos will receive support from his government as long as his/her activities in Laos conform with Laos’ laws and regulations.

At the seventh session of the Lao National Assembly's Sixth Legislature last month, a new draft law proposed by the Lao Front for National Construction was adopted to encourage overseas Laotians who want to return home to take part in the national development.

The enactment of this legislation, aimed at galvanizing unity and reconciliation among Lao people from all walks of life, both in and out of the country, and in particular to mobilize contributions of overseas Laotians to the national building and development, is necessary to respond to the rapidly-changing global environment.

Upon officially taking effect, the new law would authorize the Lao Front for National Construction to take a key role in considering granting nationality to The First Congress of Overseas Vietnamese was held recently in Vientianeoverseas Laotians who want to return home permanently.

Vientiane's latest attempt to woo overseas Laotians back home follows a successful model employed by its Vietnamese ally in encouraging overseas Vietnamese or Vietnamese diasporas to go back and help contribute to the national development.

Songrit Pongern reported in Lao from Bangkok on August 26, 2009. (English translation by Buasawan Simmala.)

I can see that Laos has changed slowly in positive way . For the young generation of Lao nork they don't have
any issue to go back and help rebuild the country, not all of them will return however there are plenty.Even some of them
just return for a visit only they bring back Dollars,
compare to those backpackers (Farang) I am sure Lao nork
spend a lot more. There are more than 500 000 Lao nork around the world . some of them return to Laos every year
Most of Lao nork still have a family members or relatives back in Laos, that's another reason . just make them feel they're
welcome.

I think, this is a very good policy for many of Lao over sea who wanted to go back to live in Laos or doing business.

My personal take on the recent official promulgation by Lao government in facilitating and granting the rights for overseas Laotians who presumably have a desire to reside in Laos permanently is a great strategic policy in which Communist China had put in practice since the mid-90s. It is under no surprise that Laos, if it wants to speed up the development process, it needs professionals in every field possible from skilled labors, and entry levels to high paid positions in its ever-changing economic prosperity. Only ignorant tyrants would deny the necessity of having educated people to make up the shortcomings. Lao PDR though has been dispatching its students to study abroad in various fields but it also relies heavily on foreign scholarships; furthermore, its young graduates can only bring home the skills but not necessarily the experiences to which it urgently needs.

Lao PDR will soon offer a dual citizenship if it fails to sufficiently woo in those needed professionals according to its ten or five-year plan. However, it will initially stick with its attitude of "Wait and See" but if only older folks without much talent flocking to Laos, the government would seek adaptation in its policy then the chances of returning to the ancestral land by newer posterity with higher education is much greater. Many would not want to completely expatriate his or her American citizenship when millions are still paying to become one and enormous number of younger female in Laos would wed the much older Laotian Americans in order to leave her impoverished country.

Nothing can be worse than struggling in Laos financially but unable to return to the United States. It would be an outright sacrifice and no doubt we would profoundly regret if things do not turn out according to our expectation.  I am sure Communist China understood this dilemma; otherwise, it would not allow its overseas Chinese dual citizenships from the beginning.

You and BLM will return to Thakhek together.  We will be doing some kick boxing for fun and after that, we can have our Khammuane girls serve us Beer Lao. Do you like the idea? pv1laugh.gif Chomphet is where my family lives.

i understand that it's hard for Laotian who immigrated to america and presently still receive the food stamp or welfare to survive . if you don't know what you are gona do in Laos for a living, you'd better continue to live in america for a while and when you collect some money you can return to laos to open a small business in laos , like open fake starbuck coffee shop for instance. haha
