I thought people want to go away from Laos and live abroad, and I don't think those expatriates want to come back and live in Laos. Is it necessary to welcome them back ?
Lao expatriates to be welcomed home
Former Lao citizens who have settled overseas and adopted a new nationality will be able to return to Laos and live here if they agree to contribute to the development of the country.
Consulate Department Deputy Director General, Mr Khamla Xayachak, said on Wednesday the department had completed a draft of a prime ministerial decree on honorary citizenship, which will provide the opportunity for ethnic Lao people living abroad to apply for Lao honorary citizenship.
The move will enable Lao expatriates to hold a Lao passport and have the right to reside in Laos the same as other Lao citizens.
However, honorary citizens will be banned from taking part in political movements, will not have the right to vote and cannot be elected to the National Assembly.
Mr Khamla said the department had sent the draft decree to the relevant government agencies so they can make recommendations before it is presented to the cabinet for consideration and approval.
He said the Ministry of Foreign Affairs has urged the department to complete the decree as soon as possible, but he was unable to confirm when the decree would become effective, saying it needs careful study as the country has no experience in this area.
Mr Khamla said under the decree, foreigners given honorary Lao citizenship must be of good character and have contributed to the development of Laos . The decree makes no exceptions in granting honorary citizenship.
“Any foreigner, including former Lao citizens now living overseas, can apply for honorary citizenship if they have contributed to the development of Laos ,” he said.
Officials said the government wants to welcome back people of Lao ethnicity living overseas after learning many of them are financially well equipped to invest in and run a business in Laos , one of the main requirements for boosting economic growth.
At present, there are about one million people of Lao ethnicity living overseas, many of whom are keen to return to Laos and spend the rest of their lives here after leaving the country several decades ago. They still enjoy Lao food and traditions.
Some expatriates have already bought property in Laos through nominees here who are their relatives. However, purchasing property through a nominee carries risks as the nominee may not be entirely honest.
It is widely believed that one of the main benefits of honorary citizenship is the right to buy property in Laos , but no official has been able to confirm this.
The National Assembly has approved a government plan granting foreigners, including Lao expatriates, who invest more than US$300,000 in Laos the right to purchase residential land use rights and own property built on this land.
I think the majority of Lao people who now live abroad are those who were forced to leave the country during the war or those who sought better opportunity. Whenever reasons, if they wish to come home, they should be welcomed. After all, they are Lao and Laos is their home land too.

I agree because of war we seperated from our people and now we are all over the world experiencing alot of new culture and vibrant in many country. But in our heart we still have a heart for our people and they are Lao in Laos.
1-money. Their money could be very usefull if injected into lao economy 2- peace. Many of those people escaped their country during war. Now, time passed, and the lao government is much more open minded (efen if we can still expect some improvements)... it's time for peace and collaboration. Lao people aboard are not any more considered as traitor, so they are welcome back homeland. Many of them dream to go back to Laos, but only if the political situation is safe for them.... lao goverment just want to show them that it's ok Now.
In any war as we have seen from WW1 to WW2 there were refugees from Europe countries going to USA, Australia etc for many reasons, but as experts told us everywhere people are the same, after the war people did suffer from many things, physically and mentally were parts of that....that also including INDOCHINA refugees, but at the end we must understand that, we all should leave that painful chapter behind and think for the future.
Now a day, there are growing numbers of Lao expatriates currently working in the Lao PDR either with INGOs, Private, and/or Public sectors.The Government of Lao PDR should try to get some inputs from these groups of people and hear their voices concerning opportunity to apply for Lao Honorary Citizenship?This is good news for them because some of these people are helping and supporting the GoL relating to their contribution to the development of Lao PDR…And these people can be a good sample and advocating for other potential wants to be Lao expatriates to come and help development Lao PDR in the near future…
Young Lao expatriates under age 30 would not have $300.000 to invests in Laos, what they have only empty hand with the school dept if they graduated from colleges. For the older expatriates, how Lao Goverment would be able to give them the healthcare and pension after they became only 1 Lao Citizenship. They better change the regulation, if they need Lao oversea to go back to Laos.

I thought the issue here was that they wanted to come home and Lao Gov. was facilitating/accommodating the process?
After all, Lao Gov. has no right or cannot/should not force anyone who doesn't want to return to Laos [unless involving legal issue- but that is another story]. What it can do is to assist those who do want to come home, regardless of their financial status as long as they are of 'good characters'.
But according to this:

It sounds like only rich Lao expatriates would be welcomed home.
