Most of the business and construction projects thew Chinese brought their own worker from China and I just wonder why the Chinese don't hire the local Lao people people that would be cheaper because don't have to fly any body in and provide any body housing and food such as building the stadium or any construction projects. Also why the Chinese have to cross the border and build more casinos in Laos ? Why the Chinese does not build the casinos in their own land ? and why the Chinese casinos do not hire any Lao workers ? What is the Chinese policy intention to do with the local Laotian ?

because they dont really care about Laotians. They only take advantage of the inadequacy of Laotians to establish profitable investments in Laos. They know the country relies heavily on outside support so they penetrate. But no real care to give Laotians job or provide greated profit to Lao country. Im sure these casinos were allowed to be build because there is a special agreement that a portion (small most likely) of the earnings will go to Lao government (official's pockets?).
There are many factors. Few factors I can think of. It has to do with skills and language. I think Chinese workers are already well trained and have obtained skills needed for the job. If they were to recruit Lao workers, then they would have to train them. That would cost money and take more time.
I think if we want foreign companies to hire local people, we should have the policy in place. For example, any big foreign companies or projects should have at least , for instance, 10 % or more of local people as their employees. In Thailand, if foreign production companies want to shoot movie, they have to hire a local team (it is compulsory). In Singapore, production houses have to meet certain quota of hiring locals first before they can employ foreigner workers.
Construction wise, China just ain't have enough land to build more things in their own country. "Where there is water, there is Chinese'.

I am talking about noe skill workers and maid and casinos service so these kind of jobs. the Chinese brought their own workers just construction workers . Those kind of jobs that hundred of thousand people from Lao are going to Thailand and work while thousand of Chinese are working in Laos. So I just wonder what policy that the government have with the Chinese to the local People which is not created even none skill labour for the Local people. So any idea?

Don't you think local Lao people need jobs and money ? I still wonder every years hundred of thousand people from laos are going to Thailand to work and more Chinese and Vietnamese are working in Laos the same jobs ( none skill worker ).
Should the government have the better policy to help the local people? Any foreign companies must hire Laotian who capable to work . Why the government do that so the local people would have jobs and income.

I am not assume just wonder and need to understand why ? Chinese have to cross border and build more casinos in Laos why not on their side of the border in their own home land and there are plenty of good land and view ? just simple explanation Why? Why do not hire local Lao people to work ? specially none skill workers. Still wonder what is the Chinese policy intention to local people?
I think so, too, that more jobs should be given to locals. I'm not sure if Laos has that policy in place, you know, making it compulsory for foreign companies to hire local people with certain quotas.
There are more Thai workers flocking to Laos now.
I think Chinese company hiring Chinese ppl has to do also with the language. If the business is targeting Chinese ppl, then it is logical to hire Chinese speaking workers. A big boss is Chinese; a manager is Chinese...That's why even maids have to be Chinese. I know it's not fair for locals. If there is no law enforcement dealing with this issue existing, then I think Chinese companies will continue employing their own people.

thank you for the informations. Still don't get the answer why the Chinese have to cross the border and build more casinos in Laos. Also there are Lao people who speak chinese that the Chinese could hire him as the manager so more Lao workers could work and don't the government ask the Chinese to do so and help the local lao people?
They must have some reason why they using Chinese worker.
Have you ask yourself that... Do local people have good or standard skills of building the big construction projects. Each group of workers must have different skill in congret, engineering, water, pipes, interior, exterior, glasses etc.
We should have train the local to have professional and standard skills about that like those Chinese workers
Should the Lao government fight for the local Lao people for jobs ? and make the laws and the policy to create jobs for the Lao people with any foreign companies in Laos ? Do the government care about those poor local people ?

I agree with you, the comment above, but it's also understable with people who asked the question why chinese company did not employ lao labours, however if we look carefully into this issue we will see lao work force or skill labour is still far behind the real world, have a look at the way how developped countries built their houses and buildings and look back again in Lao construction industry....you will see Lao must change the Technical in teaching how to build, houses and buildings like other countries. In Australia or any other countries which already developped, all electrical wires were ran before they built the walls and so on....in Lao they finished building the houses and buildings and run electric wires, as the person who comment above to build a big building you need people with different kind of skills....The same in Australia, when they build a big building, there are all sort of skill labours such as bricklayers, carpenters, people who build the ceiling, electricians to run electric wires, people with skill to put glass windows etc....so it's true Lao at the moment did not have enough people for these sort of skills....so please understand this matter, I know you concern it's also understable.

Definitely. Locals should be given priorities when it comes to employment. It will force foreign companies to provide training if needed. Of course from our side, we also need to prepare our own ppl by providing training on skills in demand in the relevant industries.

There will be a lot of projects and just construction workers no need to be trainned for none skill workers and it is cheaper than fly the chinese from China to do that kind of work .Don't you think so ? not ot worry about housing and food and health care for them unlike bring the Chinese workers from China .
Chinese labourers are willing to work longer hours & overtime.
Chinese labourers are willing to work odd hours e.g. they are willing to start working from 2-3AM on rubber plantations (i'm not sure but i think it's because the quality of the rubber will be affected when it's hotter in the day?)
Chinese labourers are less likely to be drunk during working hours.
Chinese labourers can think faster, are better at reasoning with logic, & plan ahead.
Chinese labourers usually won't be absent from work, & if they will be absent they will inform their boss of the reason.
These are a few of the opinions of the employers I talked to before in Laos. I had asked them why foreign employers (not only Chinese, but Japanese, Vietnamese, American, European, etc) in Laos preferred to hire Chinese labourers. Some of them will hire Lao labourers, but they will hire a Chinese to supervise/direct them.
They said they tried hiring khon Lao before but gave up when work couldn't be done as quickly & efficiently as they expected.
For #4 - many said this problem applies not only to manual labourers but also to more highly educated skilled workers. They can explain the logical sequence of doing something 100X, but many of their Lao employees will continue to do it wrongly 100X.
I wonder whether some of it is because of difference in culture. Chinese believe that hard work is the solution to everything, even if you are born stupid, you can still succeed by working harder than others. Lao people believe that if you are born stupid, that's your kamma/fate & you cannot change it?
Chinese like to think far ahead about the future, think about tomorrow now. Lao people focus on living in the present, think about tomorrow when tomorrow comes?
& maybe Chinese labourers are just more desperate to earn more money?
Interesting thing is I had heard employers in Saudi Arabia & Singapore complain about #3 & #4 regarding Thai labourers in their countries.

There is no any of Thai labourers in KSA (Kingdom os Saudi Arabia since they baned all Thai to get into the country after some Thai Gansters steal the world most expensive Diamonds from KSA
Thai construction workers even they have highly skills and expensive pay but they like to get drunk after work and also they like to eat pork so these things are prohibited in GCC Middle East Muslim Countries
Everytime I go Singapore I always go to eat Lao-Esan foods at Little Thailand. It's cool that they have big community and they thought I'm Thai hahaha...
Chinese worker is cheap and working like ants as long as they pay money
about you said....

I don't think you are right 100%. Who gonna be drunk during working hours? It's health and safty
If those Chinese construction workers can think faster and plan ahead then ..they wont be just working as construction worker anymore as they sounds so smart and seem to have high education hahaha....funny!! I thought they are working like buffalo? No need to use too much brain.
Yes I agree with you that Chinese people quite willing to work. They can do any kind of jobs even very small pay
Chinese are paying Cheap labour but with very hard work .Lao are also very hard worker also according to Japanese and the European and the American to compare to the other nation in the world.
Any body has any answer why the Chinese has to cross the border to build the casinos in Laos instead of building the casinos on their own land which also has very good view and also good land as well.

China build casino in laos because chinese want to marry with lao woman and stay in laos for all time and teach lao to play casino... as in china.

Although, I have not been reading any post at Samakomlao lately but after my brief visit today, I kind of glanced through it quickly and your question caught my worthy attention; therefore, I will give it a try and hope my answer will somewhat subside your curiosity to the extent. Selectively, I will initially answer the easy one and follow by the harder questions. “Why don’t the Chinese build a casino in their own country? Sir, gambling is against the law in Mainland-China and constructions of casinos in Laos are approvable by current Lao PDR governments. Your question should be, “Why approved? What are the concessions and how much money given to Lao officials?”
On the issue of the Chinese has brought in its own laborers instead of hiring our Lao locals, is undeniably a complex and hard reality that many of you may struggle to find the cause. But, Beijing communist party, for decades prohibited its citizens from going abroad until recently it had lifted travel restrictions, so the Chinese outbound tourism has increased, with many tourists heading to Southeast Asia. This initiative had come at a time of waning U.S. influence. Chinese companies bring their own labor, managers and even for restaurants and related industries. The local population is losing out. Moreover, Lao PDR just confirmed that China already replaced Thai as number one investment in Laos.
China is employing a variety of tools and approaches to persuade others in Asia to support its objectives. It would primarily focus on countries whose bilateral relationships with the U.S. are faltering, such as the Philippines, Cambodia and soon, this might include Indonesia. Its economic success no doubt gives its development model appealing to elites in countries such as Burma and Laos. To back its rhetoric, its representatives make a concerted effort to organize and attend regional meetings, declaring closer relations with ASEAN based on win-win situation. Furthermore, Chinese language and culture institutes are proliferating, not only in Southeast Asia but also around the world. In poorer countries in the region, there has been an increase in scholarships for students to continue on to higher education in China. Many of these students are potential future leaders in their own nations. It never shies away from encouraging its people to migrating out particularly in the border areas and Laos is a perfect place for this purpose. The pledge of non-interference in domestic affairs of others has attracted many corrupt countries indeed. With the success of securing a 50-year lease of land in Laos, the Chinese will keep coming and I can only hope you find the way to cope with it and if all possible, benefit from it.

Are you saying because of their encouragement for their people to migrate to Laos so they rather have their own labors Bruce? that makes sense if this is their long term vision, very soon they will have control in many major economic fields and business in Laos.
There is always a foreign influence in Laos since its establishment. We are very easy and very corrupt. one beer can buy us a piece of paper that can make millions kips. Someone bring us one bottle of beer and a piece of paper for a signature. We take the beer bottle first. With that beer bottle we are happy, because we know more beers will come. we don't care about ours signature can bring to the other person.
here is my take on this " chinese invasion" and i can only answer as humbly and onestly as i can.
1) chinese girls are hott (mostly...) but the pretty ones are very pretty i would not mind seeing something easy on the eyes walking in the streets of Laos.
2) money is what makes the world goes round, money is power and power is money they are forever intertwined and this can never change there for laos does not have much say in what type of business practices that goes on in laos as of right now. but as time goes on i believe lao will have a better grasp of things and wont allow our country to be overrunned.
3) lastly i think what most of you all are forgeting is Laos secret weapon....
that is the lao abroad and the ones who scattered all over the world. dont think that we/ they have forgotten their homeland. one day all the lao will flock back to our homeland and my vision is that "if" their is a big chinese presence in lao econonmy theri will also be a lao one to counter balance this tug of war and it will work in harmony.
some may think i am only day dreaming of a win win situation for everyone. but i rather be an optomistic then a pessimistic.
Those signatures that cause a lot of jobs from the local Lao people and worth millions of dollars in bribes and make the high rank government officials to become multi millionaires and living in luxury life style for the rest of their lives and be able to afford to buy the exotic cars in cash for their kids just for toys which some honest hard working Lao nork could not afford to buy in America , Canada and in Europe.
The south Korean will build the Hyundai auto assembly in Cambodia and the south Korea will train and hire the local cambodia but why the Chinese and foreign companies in Laos will not train and hire Laotian.
If those Chinese construction workers can think faster and plan ahead then ..they wont be just working as construction worker anymore as they sounds so smart and seem to have high education hahaha....funny!!
Ability to think quickly & logically & to plan ahead is nothing to do with being highly educated. Many of these Chinese workers are able to think & plan, just that because of poverty in rural China, they never had a chance to study much, so they ended up in such jobs. But it doesn't mean that all of them will stay in such jobs forever. Some are quite ambitious & enterprising, they work hard & learn whatever they can by observing their superiors, & get promoted to become foremen & site supervisors. There are some who eventually become bosses of their own construction companies - it has happened with a few Chinese & Indian construction workers working in Singapore.
I thought they are working like buffalo? No need to use too much brain.
With such an attitude, you can only be a slow inefficient worker. I wouldn't want to hire you since you're going to do whatever task I assign you brainlessly. If I want buffalo quality work, I'd hire buffalos, not humans. & with such an attitude, I think you are a rather proud person who looks down on the workers who built the buildings that you enjoy living & working in?
In Japan, there are Japanese construction workers too. But they use their brains to work with a much higher efficiency, higher safety standards, & tackle much more complex building projects. In Singapore there's a training institute for construction workers & they have to pass tests in skills like welding, bricklaying, etc.

Well come to COMMUNIST WORLD! where there poverty and corruption there's communist , because government is made up from same family members only!

I agree with some of reasons but I want to point out that there are many Lao workers who are willing to work as hard as anybody else if they are paid as same as Chinese or Vietnamese workers. In most cases, I heard that the local workers are paid much less so one cannot expect them to work the same long hours for sure.

Fully support this idea. The Lao government should give Lao workers first priority to be employed. If the local are not well skilled enough then they should be trained. The cost of training the local should be considered by the government as a tax incentive to foreign companies. This will encourage companies to train the local, and in the long terms, will result in more skilled workers in Laos.
BUT if the Lao government does not do anything about this proble, Laos will never ever have well skilled labours for the rest of our lives, and the foreign companies will always have “The Excuse” => “Laos doesn’t have skilled workers to be hired”
First of all , how do we know for sure that Chinese firms or Chinese construction CO, do not hire a local lao labors. If they really didn't, the first person i like to blame, The trade Minister. he the one who signed the deal with his Chinese counter part. so anybody know the website of the dept# of Commerce ? so everybody here can send him a Email and complain about it.
Just have a look at Boten casino, Boten will become a chinese province soon. Gambling is forbidden in china, and a lot of people in Lao government are corruptibles. Chineses brought money, workers, even girls to prostitute, chinese give money and some Lao authorities close their eyes. Do we still sell our land for this? too many countries are investing in Laos to take only profits, not to help people. When you want to work in a foreign country you must learn the language, the culture and respect it.
Lao workers are as strong as others and not drunk all the time. Lao need to work, chinese too, they should share the work.
Due to te language barrier and communication in working which are very important for work efficiency and safety. It is just like you can't hire someone who can't understand your work instructions.

In this dog-eat-dog world one cannot be naive and nice and sweet and expect to rule the world unless you can do everything yourself. You have to swallow your pride a bit longer since the government cannot do much either - no money, no skilled labor, no technology, no...nothing. Niet, nada, zip, ບໍ່ມີຫຍັງເລີຍ.
Anything you want you have to pay for it - sometimes with the national pride !

Yes, the Chinese will tell us that, and if we just agree with them then the local workers would never be hired, would they? Language barrier is not a problem. Look at how many companies invested in many different part of the world with different languages, and how can they do that then? Those companies hire local supervisors to be co-ordinators between the employers and the employees, so it can be done.

Chinese contractors had a very strict scheduled deadline to finish this project and had no time to waste and train new lao guys.( so said the chinese). Had they hired lao workers the stadium and the like would be finished AFTER the game not before !
These sneaky chinese issued Laos a big loan but got to take most of them back home with their workers too. Laos was left with this big piece of stadium and my question is - will they be able manage to make enough money off the stadium to pay off this debt or where will they find the money to pay back the loan ?

Because the Lao government has allowed the Chinese to do whatever they want, that's why?
Due to te language barrier and communication in working which are very important for work efficiency and safety. It is just like you can't hire someone who can't understand your work instructions.
ຈັ່ງແມ່ນນໍ ..........
Not only the Chinese got most money back home but they are also given some forests in the north of Laos and a big chunk of That Luang land

The Chinese will not hire Laotian not only to build the stadium but to build dams , casinos and casinos workers , garment factories and rubber plantation or any projects must be the Chinese workers first . The same things with Vietnamese investment must hire Vietnamese first so no jobs for Laotian so they have to go to Thailand and work by hundred of thousand people every years and try to go to the first world countries looking for work while million of Vietnamese and Chinese are working in Laos.
Wow !!! where have you been in Laos or over sea or out of this world ? That is right the trade minister as you said to be blame and the same mistake have been repeating every project with every foreign companies which are not hiring and training Laotian workers not even none skill workers (janitors and maids) in the chinese casinos.

we have to understand that here in laos, we have very few real workers, and those who are real workers have already been hired, and those who should be hired by chinese companies are not real workes, let us call them seasonal workers, are they good workers? Yes, very good ! but when the rice field is ready for the crops... then bye bye ! or more funny : on fine day, in the middle of a working day, one worker went to see to manager and ask for two or three days leave : Oh ! my boss, my buffaloes didn't come home last night, I have to go and look for them ... Put youself in managers shoe and wil be your reaction in this single case ? and if in many many cases ?
Some chineses workers stay in laos after finish their work, marry with lao woman...
