That would be nice to have the government care for the local people and make the foreign companies train and hire the local people and make the policy to become the laws do the business in Laos. Laos must not depending only on the foreign aid and handing out. Lao must learn to help themself. For many decade not only Laos but any poor nation on earth which are pending on the handing out would never be successful nation just like the people are on welfare program will never be successful and them have no self confident and always depending on the handing out.

Lao government doesn't care about the poor people and the second class people to have job or not that is why no laws to make the foreign companies to hire Laotian specially Chinese companies.
Education is the main issue why foreign companies not to hire Laotian. They hire a few local Laotians only in hard labor workers.

None skill workers are OK better than no work at all and also train Laotian the skill for the future projects.

That's why they sit in the office & sign paper to ask for more $$$$ from the UN every year. Besides, they said that the America owed them of the war America starts. Laos should learn from the last 33 years and also from Africa countries which always depending on the handing out for all most 50 to 60 years and the countries are going no where but have a look at south Korea after the war south Korea was broke and their people were starved also Singapore after gained independent from Malaysia in 1965 both south Korea and Singapore turn their countries from poor and poverty to rich and first world countries in only a few decades. How do Singapore and south Korea do it beyond the imagination that were not miracle . They have done it because they have a good leader who are well educated and intelligent and know what he suppose to do and none corrupted government and almost none corrupted government officials. Their people work hard and their kids study hard with good and well educated and intelligent leaders and good government so they have done it.
Cambodia made the laws so all the investors hire the Cambodia and south Korea (Hyundai ) will be auto assembly in Cambodia south Korea will hire and train the Cambodia workers unlike China who always fly their own workers from China to worker even none skill workers.

Good topic. The government must have policy that make all foreign companies operate in Laos hire at least 85-90% of Lao staff in all area of jobs. People who don’t have the right skills for particular areas should be trained, and by training our locals little by little we will have fully skilled workforce in future.

Your question is valid and a good one. I asked similar question before but I know the answer already. It is really simple. Laos have no money. It is desperate so these compnay take advantage when come to negotiation.
So you have the officials that are taking advantage of this sort of things. They might not ger cash in return for awarding the contract without any tough negotiation. They proabbly get gifts and special priviledges. They are not all bad. You have few good officials that understand that Laos need any kind of business. So they accept whatever offer no matter how small it is.
So they employ their own people. They brought their own people to do the work and those people send money home to their country. It is a win win situation for those company.

yeah, you heard was right, there are many students graduated from University of Laos in majoring engineer, but the most of them are not qualified to work with European campany, because those campany need a high qualification and experiences plus excellent english.

yeah, you heard was right, there are many students graduated from University of Laos in majoring engineer, but the most of them are not qualified to work with European campany, because those campany need a high qualification and experiences plus excellent english.
Well if tthose are the reasons that is sad because Laotian need to start somewhere . I have been in the US and Canada most of my life and my English is still very poor but I got a job.
