It's sad but Thailand also does not want to be a tool for western countries, or USA anymore. Indochina war ended long ago, but hmong in america still wage war against LAO, and of course USA policy. Just 4000 hmongs, if USA wanted to take them all, it can because USA is a super power, super rich, or even an empire....but reality they did not want to, in the same time they said they don't want to see hmong being sent back.....a big person but a small heart and many faces.....Look at in youtube....slogans of hmong in USA towards LAO...hmong fight communists, hmong hate communists...
According to LAO authority, LAO did not want these hmong back to LAO, because their wish is to go to USA. 

In many american documents, the american said that Vang Pao and his followers served USA well.....so I believe USA should take them all....to USA, they can do in few months time if they wanted to.
