Who is this announcer ? Her voice was too loud, and not natural at all. She talked like she shouted to someone, and always made her sound up like the announcement in the boxing match.

I think she is Noy Sengsouriya, the English news announcer from the LNTV.
She is also a singer, and graduated from Australia

She is the girl in Mr. Hinsom MV. She's been raised in US.

See the video clip at the time 4.40 minutes, you will see that the MC was Noy Sengsouriya.

you are wrong. the girl in the Mr. Hinsom MV is not noy sengsouriya.

Noy Sengsouriya's accent is quite strange.

First time I also thought the voice is of Ms. Noy Sengsouriya but it isn't. It's fine may be that is her prominent style.

I think it was that times because i alway watch the news in Lao Natl Tv. but another time it is from another one, the one announce during opening ceremony or other was very much better than NOy and sound real accent.

I think the girl announced the Opening Ceremony is the girl from Mr. Himsom MV. But this girl is Noy Sengsouriya.

Noi was not in any part of this event.  I saw the whole opening ceremony.  Let's not assume because someone speaks with Australian accent is Noi right away.

It is possible that is Noy screaming on the mic.  It is also possible that the 2 announcers are 2 seperate people because it does not show them talking.  But I am betting it is her. I think the reason for her screaming is to create the feeling of excitement from the very boring crowd.  The stadium appear not very crowded to me.  If I have to guess, I would say it is her. Sorry.

Here isa video example of her talking. She sound very much like the screaming announcer.

Quite agree. Both female announcers’ voices were so unnaturally high. If they were told to speak that way then it’s not their faults. Somehow a person/an officer who was in charge of them should have known better what tone is right for an announcer should speak.
