Helping unemployed labourers in Luang Prabang province to find jobs is part of the provincial Labour and Social Welfare Department's development plans, a senior official has said.
In an interview with Vientiane Times on Wednesday, Department Director Somthong Daosongfa said the department planned to send another 257 labourers to work in Thailand next month after sending 74 last month.
He said the department had decided to send them to work in factories in Thailand to improve the unemployment situation in the province.
“As long as they are working legally they are guaranteed that employers will not take advantage of them,” Mr Somthong said.
He added that for those workers who are very poor, local employment agencies will lend them the money to get documents issued, which they can pay back from their wages later.
There are a few factories in the province but they cannot provide work for the 1,000-plus unemployed local labourers, according to a report from the department.
In the next five years, the total number of jobless is expected to rise to more than 6,000 while there will be jobs for only 2,000 to 3,000.
As another way to address the problem, the department has proposed that the government provide funding to build a centre to train unemployed labourers.
They would be able to use the skills they learnt at the centre to develop themselves in the workplace both in Laos and abroad.
Mr Somthong said the skills of labourers in the province are still low and when they work in another country they will probably get only a low wage, but overseas companies nevertheless welcome unskilled workers.
However, to earn higher wages, these workers must improve their skills.
A number of companies and factories in Thailand have requested at least 1,000 more labourers from the province to meet their production demands, but the department is only able to provide 300 to 400 workers.
Even though there is high unemployment in the province, the department can't match all jobless labourers with the jobs available in Thailand, as those who have not registered with labour companies remain hidden.
The number of labourers required in Thailand is high but on the other hand, if agencies had actively attempted to find work for labourers, the number of Lao people working in other countries would be much higher.
The department say they have sent more than 300 labourers to work legally in various factories in Thailand since 2008.
Since then progress has been made to legalise illegal Lao workers in Thailand and legally recruit new workers from the province.

That is good for Lao workers who need job since Lao Government could not create jobs in Laos and don't have any products to be export from Laos mind as well export the labor force and it would be very good idea if the government also could be able to send the Lao workers force to work in China and Vietnam as well so more money will pure back in Laos.
