China has agreed to help Laos build a national railway system, which will enable the landlocked nation to turn itself into a regional transport hub, according to a senior official from the Ministry of Public Works and Transport.
Lao National Railway Authority Director General, Mr Khamseng Sayakone, said on Wednesday the Chinese government has signed an agreement with Laos to cooperate in building the railway. The line will run from the Chinese border to Vientiane and onto Thakhek in Khammuan province before turning to the Lao-Vietnamese border.
“The agreement was signed on April 7,” he told Vientiane Times, adding that the document is a legal foundation for the two nations to establish a joint venture company to invest in the project.
He said the joint venture will conduct a feasibility study into the proposed railway, and seek investment permission from the Lao government to build and operate the railway.
Funding for the railway and associated facilities would come from the Chinese government in the form of a long-term loan, he said, adding that initial estimations put construction costs at just above US$4 billion.
Mr Khamseng said a group of Chinese railway officials had already arrived in Laos to conduct a feasibility study. The Lao government hopes to complete the railway within the next five years.
He said, once complete, the railway would connect to the Kunming- Singapore railway network, bringing many benefits to Laos, China and other Asean nations in the form of access to cheaper transport.
“China needs a railway to transport goods to Asean, while Asean also needs a railway to export its goods to China,” he said.
Mr Khamseng said China also plans to build a railway from the Lao- Chinese border to Kunming province where it can connect with an existing rail system to Beijing.
Once the railway was complete, Laos would welcome trains from China, and it would be easier for people to travel between the north and south of Laos, as well as to China and Vietnam, he said.
The government has included construction of a railway network and a super highway in its next five year socio-economic development plan, as a key priority in the nation's development.
At present, Laos has only a 3.5km section of railway, running from the middle of the Vientiane-Nong Khai Friendship Bridge to Thanalaeng train station in Dongphonsy village, some 25km from central Vientiane. The Thai government funded the project.
The Thai government has promised to provide financial support to build a further 9km stretch of railway from Thanalaeng to a planned station in central Vientiane. Thailand has already provided funding for a preliminary design of the railway.

(KPL) The Lao government has authorised the Sub-Railway Authority of the Republic of Korea to conduct a feasibility study on a 25-km long railway stretch.
The railway construction will be surveyed from Km 31 on Road No. 13 South to Thongmang, Saythany district, Vientiane Capital.
The signing ceremony of a Memorandum of Understanding (MOU) was held in Vientiane Capital on 28 April.
The signatories to the document were Mr Khamseng Sayakone, Director of the Railway Authority of Laos, Ministry of Public Works and Transport, and Mr Kim Keun Soo, Technical Manager of the Sub-Railway Authority of the Republic of Korea in presence of both sides� officials concerned.
Mr Sonesack Nayansana, Vice-Director of the Railway Authority of Laos, said that the Lao government would also authorise the Sub-Railway Authority of Republic of Korea to conduct a feasibility study on the possible 500-km long railway link between Vientiane, Luang Prabang, and Boten in Luang Namtha province bordering China.
laos needs to do this stuff for themselves..and maybe look to non-communist countries to help them out...china is a hungry dangerous monster that will take everything from Laos in exchange for sub-standard infrastructure...what good are roads and dams when all the forests and animals are gone..and half the country will be owned by the Chinese...tourists wont go anymore...if they wanted to go to china they would go to china. Laos appeal is its flora and fauna,its primitive infrastructure ,and country life.. not high rises and manicured lawns .

i do love laos, but not the way it is going ....progress is necessary but the way the Laos government is going about it is wrong....and i think you know this already.....
here we go again??? you and i both know that if the gov. policies don't change there will be no Laos left for the Laos people... open your eyes..get out into the country side and visit all the farmers who are relocated to inferior land because there land was rented to Vietnam or china. go see the strange villages that the government built for them. they are terrible devoid of culture and life ..and with no land to farm.... you like this????? because this IS the way it is....

what you said maybe some truth to it but, I don't go around and blamed any governments...I choose to be happy and choose to make a good life for myself regardless where....I will say it again and again you have no one to blame but yourself if you are not doing good in life...I am tired of hearing people blamed their govs..... regardless of where they resided.
Well, Chinese traded dirt road for Lao timbers. Now, Chinese trade railroads for 9 north provinces. Pretty soon, Lao folks will end living on the makeshift rafts that float son the man-mad lakes, what so call "DAMS for Penny" or on the Mekong rivers...Sad..,
