As far as i Know Laos has only 20% share for each dam but i dont know how many percents that government has in that 20%(if more then 15% is good). The money we really get from dam is tax. We have to wait for 50 years so that dam will belong to Laos government. It's true that SMALL FISH IS BETTER THAN NO FISH AT ALL.
Controling flood ? I don't see how dam can control flood, for instance : sub namngum regions are flooded almost every year when the namngum dam is over flowed by heavy rains, the dam had to drain its water to namngum downstream and causing disasters for farmers and the poverty continues to harm their families...The dam manager should anticipate to control the water level and draining it accordingly ...but as human being, we cannot forecast what will happen tomorrow and as Laos is a landlocked country, other goods have many obstacles to producing and exporting...I think exporting energy suits us the most.
