Dear god, here we go comparing useless data once again.

Laos has the fewest number of internet users, because of its smaller population. Fewer customers means less internet service providers and less incentive for companies with better services to invest in the region.

And I had no problems whatsoever watching youtube videos in Laos, which is the most bandwidth-intensive thing I normally do.
