Saendin villagers prepare for flood evacuation

Residents are preparing to evacuate from Saendin village, Naxaithong district, Vientiane because of rising floodwaters.

Eighty-five families are expected to be moved to temporary shelter if the water continues to rise above current flood levels, according to village Head Khamvong Souvannaphoummy.

Mr Khamvong yesterday said the water level was moving closer and closer to the village. Water already covers more than 90 percent of crop and rice fields surrounding the village.

“We have appointed a local committee to assist in moving those families living in low lying areas, and we will move them to two primary schools in Nakha and Phonmuang of our district,” he said.

The village has secured three large trucks, 13 pick-up trucks, 37 tractors and 95 local boats to help evacuate flood victims. Some families who live in the lowest areas have already moved to more central villages to stay with their relatives.

“The highest flood our village has experienced reached 2.5 metres above ground level in 1995. We had to move the entire village to shelter,” Mr Khamvong said.

“If this year is like 1995, such a move would involve relocating 238 households and a total of 1,218 villagers to our shelter areas.”

High water levels came very early this year due to heavy rain and water being released from Nam Ngum dam last Friday, according to Mr Khamvong. The village first flooded because of heavy rain on July 19 and 20, before the water receded to 70cm above ground level. The village was then flooded again by the dam .

A fter assessing damage to his village, Mr Khamvong says only 10 out of 376 hectares of rice crops remain dry, while only 40 of 565 hectares of sweet corn are expected to be harvestable.

Saendin villag er, Mr Khamphan Sykhounmuang, said his five hectares of rice and two hectares of sweet corn had already been under water for more than one week.

“I know they are now destroyed because the rice is only one month old and the corn is beginning to release its fruits,” he said.

“I don't know what I should do, right now I just watch them die. I also owe 10 million kip from investing in my sweet corn.”

Mr Khamphan said he was not the only one to lose an entire crop from the flood, because most farmers in the village were affected.

Catching fish to eat and sell at the market is the only way he can now support his family.

Most villagers are repairing and preparing their boats for the evacuation, as the Meteorology and Hydrology Department yesterday predicted more rain.

The department also warned people to be alert for flooding in Phongsaly, Luang Namtha, Bokeo, Oudomxay, Huaphan, Borikhamxay, Khammuan and Vientiane provinces.

I was not wrong, The EDL really discharged the water from the dam and worsening and extending the flooding of namngum dam sub region ... The EDL has done a very good job once again this year ! and it will be praised for that ! as it used to be...

Could you please tell me in which Dam Standard Operating Procedure does it prohibit the Engineers from releasing the floodgates when water level exceeding the Dam storage capacity?

I know Nam Ngum Hydropower Plant very well. I worked there for over 9 months before I was sent to Norway to further my education. The Nam Ngum Dam is staff with a group of highly competence Engineers and Technicians. On top of that we also have a Team of International Experts from Japan, Myamar, Cambodia and Indonesia to assist us in technical matters.

What do all these big numbers mean to the ordinary people whose land was flooded & crops destroyed & homes & belongings damaged? Can they eat these numbers? Can they plant these numbers?

What about the figures for "compensation per household" or "compensation per area of farmland damaged"?

The best team of international experts can make the best recommendations, but ultimately they are not the ones who decide how exactly their suggestions are implemented, or how advice is ignored.

There's nothing wrong with the dam SOP in terms of maintaining the dam. With all the competent engineers & technicians, you will have a dam in good condition by following the SOP. But will the livelihood & property of the affected people be in a good condition too? Following an SOP is one thing, following it blindly is another. Engineers should also learn to use their heart.

I suggest that laopeoplesarmy & other EDL staff all move their entire homes & families to live in Ban Saendin or anywhere within the flood zone ;)

The number don't mean **** to those flood victims. However, those numbers and figures do mean life and death for us Engineers. As you know, the Engineers and employees of the Nam Ngum Dam are not a rain God. The Dam cannot hold water beyond the storage capacity.

We Engineers live and die by the numbers. By all mean we are not God. Weather is unpredictable. Even the US Government cannot stop hurricane Katrina and prevent the levy from collapsing.

A training course on political theory for officials of the Lao People’s Revolutionary Party opened at the Ho Chi Minh National Politics and Administration Academy in Hanoi on August 18.

Hanoi (VNA) – Speaking at the opening ceremony, deputy director of the national academy, Dr Vu Dinh Hoe, said that the Communist Party of Vietnam and the Lao People’s Revolutionary Party consider personnel training a key factor in the past struggles for national independence as well as in the current process of both countries’ industrialisation and modernisation.

During the five-month course, which is held within the cooperation agreement between two countries, 20 Lao Party officials will study the key contents of Maxism-Leninism and Ho Chi Minh’s Thoughts on national independence and socialism.

They will also be updated on current major trends in the world and the Communist Party of Vietnam’s experiences in national renewal cause.

Corruption is spreading all over the world but I am at least glad that people are starting to be conscious that there indeed is a problem. As they say, the first step is always to admit that indeed "there is a problem", in this case, it is of corruption.

To my dear friends,

I just found your comments today, but I think it is not too late to put down a comment too. I know and understand that no one will concern about our lovely country, but only Ai Lao will.

I am so proud that we have a PM who has raised concern about our broken government system and I hope that he is very serious about it. However, I don't think that he will be able to fix the official corruption issues because there many issues that are needed to fix first. These issues are such as:
1. One party government, it is hard to fix corruption because you can look down on own party.
2. Goverment employees are needed to treat better and pay more to have a better life. If a retail merchant have better life than a police officer or mayor then I don't think the corruption probems will be solved.
3. All laws and rules are needed to be enforced seriously and punish those who violate the laws regardless of their statuses.

No country is corruption free but it has to be suppressed as much as possible.  I hope PM Bouphavanh and his team can transform the Lao Civil Sevice into a more transparent and accountable body.  We all wish that he succeed  because all Lao People want Laos to have a brighter future.

       That is a very good show and have never seen any high rank government officials have been arrested and prosecuted even with plenty of evidences and million of dollars in the foreign bank which are proved the evident by the countries who gave the loan and aid money and knowing for sure that money are not from their salaries or any business but the corrupted and bribes and stolen money . As we know if someone are talking too much and too loud will be called Patikan.

Federation Council approves debt settlement deal with Laos



RBC, 22.12.2008, Moscow 12:40:16.The Russian Federation Council has ratified an agreement between the governments of Russia and Laos on the settlement of the republic's loan debt to Russia denominated in rubles. According to Mikhail Margelov, chairman of the Federation Council's foreign affairs committee, the agreement provides for the restructuring of Laos's total $1.3bn debt from November 1, 2003. Laos now has the right to refrain from paying 70 percent of the sum, while the other 30 percent is subject to negotiations and must be fully repaid in accordance with the payment schedule. Furthermore, the consolidated sum and interest rate can be used by Russia in exchange for its share in environmental protection and other projects on the territory of Laos. Moreover, Russia is entitled to exchange the country's debt for certain products and services

The governments In china have tried to crackdown corruption many many time in the last 20 years but failed
Until recenly they have succeeded How do they do they rule the new law every corrupt among government be execution about last 10 years total 5 peoples were execute now  you can see china is doing very very good!!!

when i heard this i feel happy and hopefully with PM i want him checking all part of the country ,it is good news for laos i know corruption is a illness of the nation i want PM crack down at once .i have some comment about this that is the government need improve the salary to meet the reality of job position and check about prix of goods and then go to check the tax strongly if you can do like this laos will be healthy and prosperouse sure thanks for this i wish PM succesfull you are hope of all laotien

           A lot of luck  and don't count on it as long as there is only one party just like one big family who watch over each other shoulder and loyal to each other. No one dare to challenge them because of fear for their lives. Just an act nothing more and nothing less no implement even there are a lot of evidences and it is easy to prove .

PM Bouasone is one of PM who make me know well because he did many big work for laos i think he is the hope of laos who can figth with corruption i think he will be hero of all lao he is a PM who has the important role now he can bring the new idea for developing the country go on laos long life PM Bouasone and long life laos cheer you up

 Never seen any high rank corrupted government officials who took bribes and stole the foreign aid money have been arrested with a lot of evident which are given by the country who gave Laos aid money and lent Laos money .

No one is allowed to make any bad comments about the officials, full stop.  You already knew that!  Because that will cause bad image for the country.

         Bad comment caused bad image for the country but it is the truth but the corrupted government officials are killing and destroying the country and the whole world know it. The truth is the truth and no need to cover up , lie and hire and it better off to face it and try to find the solution and  fit the problems.

Corruption watchdog Transparency International has released a list of the world’s most and least corrupt nations.The report comes ahead of a conference in Bali this week where more than 100 countries are expected to gather for a United Nations anti-corruption conference.

Four countries from the region made it to the list of most corrupt countries in the world: Somalia and Myanmar tied in the top spot, followed by Iraq and Sudan.

The least corrupt countries in the world are Denmark, Finland and New Zealand, scoring 9.4 on the Corruption Perceptions Index (CPI). The UAE ranked 36 in the list.


The lower the CPI of a country, the higher corruption is, with 0 being the most corrupt and 10 being very clean.

Most corrupt country and CPI score
Somalia: 1.4
Myanmar: 1.4
Iraq: 1.5
Haiti: 1.6
Uzbekistan: 1.7
Tonga: 1.7
Sudan: 1.8
Chad: 1.8

        You couldn't stop the lion eating meat but you be able to control the lion to eat less mean and be on the diet so give the chance for  the country to be developed.

Could you please tell me in which Dam Standard Operating Procedure does it prohibit the Engineers from releasing the floodgates when water level exceeding the Dam storage capacity?

I know Nam Ngum Hydropower Plant very well. I worked there for over 9 months before I was sent to Norway to further my education. The Nam Ngum Dam is staff with a group of highly competence Engineers and Technicians. On top of that we also have a Team of International Experts from Japan, Myamar, Cambodia and Indonesia to assist us in technical matters.

Storage capacity : 7,030,000,000 m3
