You mean all the people who walk into Patuxay area including tourists, from other countries taking photos of Patuxay or Lao's Photographers who are making living by taking people pictures and get paid for their services, is a bit confusing, or all visit the area have to pay some fee.
To collect fee just to walk around there is not a good idea, should not be Compulsary, should have a box to state that who ever wanted to make some kind of donation....like many countries they have a board to encourage people who come to see a Monument, to give some money in the sense of Charity.
That would be a better idea.

This is a bad ideas. Who will want to visit Laos, when they get charge even in a public places. What if people take the picture outside or they can zoom in with their camera will they go after those people and charge them money. Bad ideas..................

Actually, according to this article written in Lao language, I just have found that the professional photographers, who stand by in the Victory area, have to pay some fees as a tax. But the ordinary people, as well as tourists, who are taken photos in that area, no need to pay. I think, it's common practice for every country to take taxes from those who carry their businesses. Please don't misunderstand.

Let try it this way, Vientiane's City Council put a box there, and a Board saying
"Your money will help us to do mantenance works well, and keep this place beautiful. I believe it will work. That way people understand to keep things in the surrounding area need money to do it, so people will be happy to help.
Everywhere maintenant must have fund or money to do it. Put a board with that information people will understand easily, and will make a Contribution.
