PM says, economy poses in positive way



(KPL) The socio-economic development of Laos currently seems to be positive environment, said Prime Minister Bouasone Bouphavanh on Wednesday.

According to PM’s statement during he gave an interview to a Xinhua reporter who is the Chief of Xinhua News Agency’s branch from Hanoi, Vietnam.

PM has explained the current condition of social economic development of Laos, some major development measures and keys for pushing forward development, and a role of Laos in integration of countries in the region, particularly the sub-Mekong countries and the anticipation of development and cooperation with countries are mentioned above.

For the next five years (2006-10) of national socio-economic development plan, the Government is projected to create the national economy with stability, the promotion of goods production in various kinds with ensuring in quality and quantity, which is able to compete with overseas based on potential resources.

At present, the implementation of development plan has progressed, particularly over the past two years (between 2005 and 07 period), the ratio of gross domestic products (GDP) grown by 7.2 per cent in the year of 2004-07 and is anticipated to reach 7.6 per cent of the year of 2006-07.

The majority measures of the Government is to focus on the ongoing maintenance of political environment and national safeguarding so as to be fundamental pave for ensuring the stability of national macroeconomic.

The Government strives its plan to collect national revenue at least 40 per cent to ensuring in the balance of national expenditure, the ongoing keeping in financial stability, the improvement of banking system and other bad debt of the business bank and funds.

The regional integration plan of economy and the promotion of export would also be strengthened, along with enhancing in management of state investment projects.

The Government will also continue to research the 8th resolution of the Party Congress so as to translate the resolution of the Party into the action plan of Government.

The PM Bouasone viewed the location of Laos is a landlocked country with sharing common border five countries.

The Laos is an abundant with natural resource and is an important resource for Mekong river, which 35 per cent of Mekong’s tributaries born in Laos this location is appropriated for linking economy in the sub-region, In the future, Laos will become as transitional route connecting from Chinese Southern sea of east coast to Danang’s port of western with a 1,400km stretch.

This route is also an important transportation.

Laos will explore natural potential resource for pushing forward the national development out of at least developed country.

Along with the attraction of foreign investment in the economic corridor of east-west, north-south as well as the promotion of private investors to get involve and get more benefit from the transitional route.

I would like provide another version according Vientiane Times regarding the same news which one is easily to understand.

PM emphasises regional integration

Prime Minister Bouasone Bouphavanh insisted in an interview yesterday on regional economic integration for Laos to accelerate its national development and poverty reduction process.

Speaking to Mr Xue Yongxing from the Hong Kong branch of the Xinhua News Agency of China yesterday in Vientiane , he maintained that regional integration was necessary to reduce the development disparity between the newer and older members of Asean.

“We want the dialogue partners of Asean to assist newer member countries in narrowing the development gaps among its members,” he said.

The Lao PM also spoke about the mutual benefits of Asean and the China Free Trade Area, which is in the process of being established.

Laos and China shared the same vision, and have a long-standing tradition of mutual assistance.

During this period, Mr Bouasone said, the relations and cooperation between the two countries have developed rapidly, and leaders of the two countries have exchanged visits every year to strengthen relations.

This month, Mr Bouasone will pay an official visit to China for discussions, and to sign a strategy regarding the cooperation and mutual assistance between the two countries.

China has provided 308 items in tax exemption for Lao goods to enter the Chinese market, and the Prime Minister will propose that the Chinese government grant privileged market entry to products like corn and rubber to enter the Chinese market.

China became the top investor in Laos in the first quarter of the year, ahead of Vietnam and Thailand for the first time since 2003. The value of Chinese investment in Laos in that period reached 1.15 trillion kip (US$120.7 million) in 223 projects.

He said all Asean member countries held trust in each other and were committed to enhancing their cooperation to reach the goal of an Asean Community by 2015.

The member countries are currently reviewing the draft charter, which will be adopted at the 13 th Asean summit in Singapore in November.

Mr Bouasone responded to the question regarding the country's economic development by saying that in the past 10 months, the Lao economy had grown at 7.6 percent with an inflation rate at only 4.4 percent.

He also talked about the challenges regarding development in Laos that needed to be addressed. The national economy was still young, infrastructure was not developed enough and the majority of people remained dependent on the natural environment for their livelihoods.

And while the per capita income was US$667, this was not the direct income of local people.

In the future, the government will create favourable conditions for the national economy to grow continuously, he said.

At first, the government will ensure stability and security in the country that will create confidence for friendly countries, attract foreign investment and help people to earn greater incomes.

The government will also place an emphasis on human resource development as a strong force in developing the nation.

I would say both of them are long. The context is almost the same, although the title is different. I wonder why they did not write just for supporting their tittle. If they wanted to cover whole interview of PM, why they didnot make a title more general like:" Interview with Lao PM". By this title the reporter needed to report all what the PM said. To know the argument supported the title, I needed to read for so long, including the information which is not related to the title.  This sometimes would make the readers feel boring.

Hi all

I believe LAO is going in the right direction, to be able to do things with money, we must explore our natural resources. Mining is one of them. If we kept those resources under the ground then we did fully use our resources.

Yes, I absolutely agree with Mr. Webmaster that the Lao version is really easy to understand, although one might argue that is because I don’t understand English well. The matter of fact it’s not that case. The Lao version is well performed and reflected to the reality in Laos, which was confirmed by Mr. Webmaster. Other people reading this article probably say the same thing. This is not a critic, but a truth that we should know that this is our weakness, the weakness of our society. Our media often poorly presents our country reality. That is why foreign countries hardly know what our government actually does. Please do forgive me if I hurt someone, which is neither I nor you don’t want to do. Take this article as an example.

Having read the above mentioned statement, it seems to me like our government still has no plan yet to create favorable conditions for the national economy to grow; it is like Lao government just thinks and wants to do, but when maybe later. No wonder not so many foreign businessmen are keen to come to invest their money in our country. They may wait until the favorable conditions are created, then they will come.
But now if we look at the Lao version, it seems to be stated (please ref. 1) that Lao government has to maintain the ongoing political environment, national safeguard, security and rule of law deeply and fundamentally. Please forgive if I was wrong. Actually, it is really said that if the foreign businessmen still think that now there are no favorable conditions for investment in Laos. I keep thinking why this important information, like government policy was so neglected. Why did not the senior editor who has lots of experiences be responsible for this kind of article? Yes, of course I do not expect that our editors should be able to present their work like the BBC, CNN editors do, but if the quality of article was as good as the Lao version, I think, it is enough for our readers.
