i don't think you can buy such a handbook like this one..   it is probably printed by some health organization to explain to the villages people.. the steps they should take in order not spreading the germs and other diseases...  i'm sure you can obtain a copy through a public health care agency..

they have similar cartoon manual or handout booklet for the tourists... what to do and what not to do while they are in laos..
