In terms of citizenship: yes, but in terms of ethnicity: no.  For instance, I hold an american citizenship, but I am still ethnic Lao.

Actually, I think the citizenship is more important than ethnic or race. For example, my ethnic is Khamou, when present myself to other people, I say that I am Lao, that is my citizenship. And I think, when you present yourself to people from foreign countries, you would say that you are American, but not Lao, no doubt.

That's why, the term of Lao Nork and Lao Nai is not legal. By rights, Lao people are the only people who have Lao citizenship.

Imagine, some Lao people having Lao citizenship also live in oversea. What would you call them if according to your understanding?

there is no difference between the Lao Nai and Lao Nok.
Lao Nok living overseas but they will go back visit the motherland whenever they have enough money to pay for the trip.
Lao Nok never forget their motherland, they live far away but their heart and soul always be in their motherland'
Lao Nok still eat sticky rice, Padek, tam mark houng and dance lamvong.

Lao Nai also eat sticky rice, padek, Tam Mak houng and drink Beer Lao and go disco
Lao Nai always dream of going to live overseas so they don't care what will happen in their motherland.
Lao Nai and Lao Nok are brother and sister, please don't look down on each other.  Help each other because we are borned to be Laotian

Lao Nai and Lao Nork is a term probably invented on the internet to easier describe who you are for conversation sake.

LAO NAI (LAO INSIDER) is the citizens of your Laos Socialist Republic regardless of their ethnicity.

LAO NORK (LAO OUTSIDER) is the Lao which emigrate to other country and either citizen of that country due to birth or legal residency status.

If you are a student studying over sea you are not LAO NORK you are Lao NAI because your home is Laos Socialist Republic. LAO NAI home is whichever country they reside in. If LAO NORK is visiting Laos Socialist Republic they are still LAO NORK because that is not their home.

United States for example does not allow dual citizenship. To my knowledge you can not be citizen of Lao Socialist Republic and American citizen at the same time. I don't know if other country allowed that.

UNLESS you denounce your citizenship of Laos Socialist Republic, hold legal residency status of other country or is a citizen of that country you are LAO NAI.

YOU ARE LAO  NAI. You got it?
