You can or you can't. I am not surprised with this ranking. Laos has few parks, poor infranstructure such as road, drainage system, garbage collections, etc... The public transportation is very inconvinient too.
See the ranking again, you will see that all the poor countries has a very low ranking.

I think, it's just their opinion and probably they had never been in Laos. Don't take it too serious.
i agree that laos isn't green but Bangkok outranks Vientiane? Anyone who has been to BKK will know that their air pollution level is much worse than VTE
Well if you'd ever read readers digest you wouldn't worry much. Besides, I thought 101 out of 145 aint bad! And as was mentioned Vietnam aint that green they go all the way to Laos to cut trees.
