It's different in the bath houses in Japan. I've always found Japanese guys to be very shy otherwise.
Also although it's culturaly acceptable to swim nude many places in the USA and Europe, I would find it very rude to do so in Laos. It takes me very little effort to adapt the way I dress and act to Laos so I do so. Always shirt in public, not shouting, etc.
I think they are Japanese. They were 'tubing' in Vang Vieng. I guess, they just didn't want to get their clothes wet. That's why they kept their 'belongs' inside a bag and went naked.
I personally find it rather inappropriate and obscene. There's not much to show anyway.
well!!!! does it really matter who they are?? i think lao government needs to step up and enforce the law.... couple nights in laos jail will teach them some lesson and the words will spread..
