Japan provides US$ 7.5 million to support infrastructure development of Laos

(KPL) The Japanese Government agreed on 16 January in Tokyo to provide US$ 7.5 million for infrastructure development in Laos.

The Japanese supported projects are (1) Road# 1H Improvement from That Teng district of Sekong province connecting to Saravane province, 20km, with DBST Road surface 12 m width, worth US$ 4,000,000; (2) Construction of Bridge cross the Sekong River of Attapeu province, worth US$ 2,600,000; (3) Agriculture Development project in Phoungvong district, Attapeu province and Saravane district of Saravane province, worth US$ 300,000; (4) primary school and construction 07 Units in Saravane, Sekong and Attapeu provinces, worth US$ 300,000; and (5) Construction of district hospital in Samuay and Lakhonepheng, Saravane province , worth US$ 300,000.

This was a part of co-operation on the Cambodia-Lao PDR and Vietnam Development Triangle Using the Assistance by Japan through the Japan-ASEAN Integration Fund.

The co-operation on the Cambodia-Laos-Vietnam Development Triangle not only promotes multi-faceted relations and mutual trust among the CLV countries but also contributions to peace, stability and integration of the Mekong Region and ASEAN.

The co-operation was made during the first Japan-Mekong foreign ministerial meeting hosted by the Japanese Foreign Minister Masahiko Koumura and his counterparts from Cambodia, Laos and Vietnam.

The project will be implemented as soon as the feasibility of each projects is confirmed by the recipient country and Japan.

I hope that Japan is sincere in trying and helping Laos to develope its country, and wants nothing in return... I don't know.

I just hope that they aren't like American, when Americans lost interests in you, they will withdraw aids (military or civilian) and leave on your own.

That's the way of the co-operations between Asian peoples. Japan used to occupied Laos before and they have done something to Lao people. Now they want to help and pay back to what they have done. My grand-father used to tell me when the white TURKY come to our country, they separated us apart, they make one rich and one poor, they took our Sub Sin away to their homeland and when they left us they let us with figthing each other.
Now, it's time that Asian helpng Asian Keu Khun.

It is alright to have a dream. Sometime you need to wake up to reality.
I don't know any of the foriegners doing business in Laos all have good intention. But  you need to realize in the real world nothing is free.
China, Japan, Thailand, and Vietnam are helping Laos but always the payback by Laos is by far worth more than those country gave.

Lao been fighting each other for hundred of  years even before they ever heard the word America or Soviet.

Yes, Lao government and Lao people need to be careful with all kinds of help. There is no free lunch on earth. This is a reality. Lao people have to understand that, otherwise you will be crazy. 

I know something about foreigners like "If we help you what would you (Laos) do for us economically or at least politically?". Or " I (foreign representative in Laos) would help you if you(the higher rank official) change this person (Lao official) from this post. I don't like him." Probabaly, it seemed this Lao official would not help the foreign representative much. He would do something disturbed the foreign representative to gain money from the project.     

That is what I know and I heard in Lao society.

The two reasons that were given are totally wrong.

China and Japan compete for regional influence, Japan wants their influence stronger in the Mekong region than China.

Plus I perfer Japan's influence over Laos than China. Look at the Human Rights of both country, whose' influence would you rather have?

I just want to say that if Lao did not get assistance from the rich country, Lao only has muddy roads and streets. The west described Lao as a Dirt Poor country....it could not even afford to build a road. I think that's true, the road in front of my house in Pakse still a dusty (during dry season) muddy (during wet season) road. What so ever influences you are talking about the reality is not very good...in whatever way Lao goes, it is going to be a difficult one, and Lao still is a backwards country for a long long time.

EVERY WORD THAT IS SPOKEN ABOUT THE COUNTRY OF LAOS IS GOOD THING.
BEFORE, WE WERE AN UNKNOWN PEOPLE AND UNKNOWN COUNTRY.  I JUST BECAME INTERESTED ABOUT LAOS IN THE LAST COUPLE OF YEARS.  I LIVED IN CANADA FOR ALMOST 30YEARS AND I FORGOT ABOUT WHO I AM.  SO LAST YEAR, I BEGAN TO LEARN LAO LANGUAGE AND ASKED MY PARENTS IF THEY WOULD FIND ME A LAOTIAN WIFE.  I'M HAPPY TO SAY, THEY DID.  AND I'M VERY HAPPY.


ON ANOTHER TOPIC THAT I HAVE TO GET OFF MY CHEST, IS THE PEOPLE OF ISAAN.  I THINK ISAAN WAS A PART OF A GREAT KINGDOM OF LAN XANG, BUT THEY ARE NOT LAOS ANYMORE.  THEY ARE HALF SIAMESE AND HALF LAOS EQUAL THAILAND.  I THANK THEM FOR PRESERVING THE LAOS TRADITION AND CULTURE.  THEY RESISTED THE THAIFICATION FOR OVER A HUNDRED YEARS.  NOW THAT THEY REALIZED WHO THEY ARE, THEY SHOULD FEEL PROUD OF WHERE THEY CAME FROM AND EMBRACES ALL ASPECT OF THEIR CULTURES.  THERE IS NOTHING WRONG TO BE PART OF THAILAND.

What I've notices about the Japanese government.  They will send their people out to the project sites and overseeing the works.  Due to the fact, if they just handed the $$ over to the Lao government.  Nothing gets done and takes forever!

I'm agree with you 100% . Right now, it's good that Lao's government open the gate to everyone to come visit and help Lao's people. It's hard for them when a country in a mass's slump and try to get themself togather for many decades. The gate is big and heavy to push. It's good approach that they first started their infrustructures for Lao's people. So Lao's peolpe and visitors can travel and see their friends and the natural beauty of Laos. As long as, they don't keep all $$$$ in their pocket!!! They don't eat  FOREVER, they will go to their belong one day. Only, the new generations, will do it fair for us. Only, some idiot anti-Lao, I think tHey never visit Laos. They fear and have their mind set that about Lao's PAST that DRPL will do something to them. I visited DPLR 3 times already. First in 1988, it was like nothing changed since the DPLR took over 1975. 2001, a little changed and 2003 improved a little then..now I saw on the news, pictures of people just came from there..it changed alot..3 bridges, supermarkets and more..

There is nothing is for free now and day!!!

Yes, i do agree it's great that others country want to development Laos.
However, dont forget they always want more profits than they invested.

Example: Some family member killing each other for money, because of greed!!  So, In this case is all about profits and busniess.  It's not because they're feeling sorry for Loas peoples.

I live in Calgary, Alberta Canada.  Yeah the house is all made out of ice.  Calgary is very poor city.  We dont have electricity yet.  We are all home school and We lit candle to keep warm.  What can you do EH!

I imagine how hard you live there without electricity. Here electricity is currently developped.

Yes, even if in some villages in Laos there is still no electricity, you would still feel warm because Lao people warmly welcome each other.

My Laos Canadian's friend, I don't think it will take that long (30 years) to catch up the rest of the world. If we ( Lao people around the world ) help them with minds,  expertises in technological, in financial, economical knowledges...and know hows...Many Lao peoples have good educations and completed high level of educations in Europe and America. Also, Laos is a less populations and alot of resources, I think we can do it in less than 30 years if we get togather...

the key word here is.."IF"  i totally agree with your comments...  this is my opinion..   what Laos really need to do first..  what most of the modern countries have are water treatment plants, sanitary sewage treatment plants.. collect those sewage water and retreat it.. "reuse"    instead of just dumping it in the mekong river.

i read from somewhere...  only 53% of population in laos have access to electricity...  i was shock to see that..   and here laos is building dams left and right to produce electricity..

there are alot of things we need to do.... but these are some of items that laos must have first.

Everything is begin with " IF ", then a Process come after,  whether we lay down a good process or not depend on our Managements and our policies.
First, we must need co-operations from every level from Lao people(inside) and outside (Laos). I mean every level from bottom up, follow the rules of Law and the policies.
I understand we're Lagging in everythings in these areas as you mentionedabove. But it Look to me they are doing better than a decade ago. But they need a quick and fast
technologies and manpower in Knowledges of KNOW HOWs because Laos is still young of knowledges of KNOW HOWs !!!!! lack of professional engineries.

Don't forget everything come with IDEA  and DREAM first...if we don't try we don't get the result, But we HAVE TO TRY HARD and plan careyful !!!!!! then good result come after !!!!!

Yes, it's wonderful.  But, in the same we need to stand up for ourself and helping each others and show the world that we are smart and education peoples and come together to built our economies.  I hope everyone realized it.

Yes, it's very good that Japan helping us. However, We got to be independent and helping each others.  This is very important.  This is the time Laos should take adventage this opportunity helping our peoples to growth and better.  I hope Laos government already thought about this situation.

We all learn from our mistake.  I wish for all the best.

I think we need to start support each other and help each other to growth and have better place for our new generation.

Yes, definitely i would love to Helping Laos country when i have a chance too.  I dont like the Communist country, that is why? our family immigrant to USA.  However,  My grandmother and parent always taught us that "Never forget or fogot who you are or where you are come from?  ALways respect yourself no matter what peoples said bad or good things about you.  There are many things in this world that i disgress or agree with, but i always respect others peoples differences and idea.

After College, I am taking my degree and my education and moving to Laos. I refuse to waste my skills on a rich country like America, where they do not deserve it. I strictly want to develop Laos and its citizens to help produce a country where its citizens can live life normally, ie good education, medical care, etc.

Good thing that Japan cares enough to help Laos out and that will not be on-going.  Her patience will be tested if it is proof to be pointless. 

Compare yourself as being Laos.  No one will give a stuff but you.  You need to do thing to improve your life.  Take care of yourself man.  Get a job, get a life!  Do you thing George, Tran, Akira, Francoise, Supaporn, Kim, Chang etc...care.  No man!  Lao need to do it for itself.

I spents months reading up on Laos and its relationship to it neighbours.  Japanese personel are helping and teaching Laotion how to build bridges and other technological advances.  Knowledge is power.

I saw an artical and a video on utube how a japanese company is teaching Laos, how to build and sustain a fish pond.  I also saw how a japanese engineers are teaching Laos engineers how to built bridges and road. 

I only saw those Laotion that critisize, building wealth for themselves and their family in the US.

I agree with You Laos Canadian, who and what country that have far advantages' technologies and wealthy country in the world come down to do dirty work and HAND-ON helping Lao's peoples and trying to build INFRUSTRUCTURES for Laos and in Humanities...Only our great and Lovely neighbour  " JAPAN ".
