Anyone who can give me easy-to-understand example of the so-called: double taxation?

    MOSCOW, Jan. 30 (Xinhua) -- Russia's Federation Council, upper house of the parliament, ratified on Wednesday an inter-governmental agreement between Russia and Laos to avoid double taxation and avert income tax evasion.

    The agreement allows people who live in both countries to pay taxes from the same kind of income only in one of the two countries.

    It will promote mutual-beneficial entrepreneurship and investment by doing so and also gives guarantees against tax discrimination, Itar-Tass news agency reported.

Read slowly and carefully. Laos and Russia agreed to avoid the double taxation. The main thing is to avoid double taxation.

This is refer to income tax. I know most countries have income tax which we file every year.

For example: If a Russian businessman is doing a business in Lao does he have to file income tax in Laos and in Russia? That is double taxing.
The articles mention having to file either in Laos or Russia but not having to file both. I guess that is the agreement that was signed.
