Govt explains That Luang marsh development

The government has explained its development plans for That Luang marsh, saying that the project will not be as extensive as rumoured.

Speaking at a press conference held yesterday in the Prime Minister's Office, Standing Deputy Prime Minister Somsavat Lengsavad said the government had not entered into any agreements with the developer of That Luang marsh to bring in 50,000 Chinese families to live in the area.


Mr Somsavat said the government had granted permission for the development to a joint venture between a Lao company and a Chinese company; the Chinese firm had successfully developed Suzhou Industrial Park in China . The companies will develop the marsh within the next 50 years with the possibility of an extension in accordance with land laws.


The Lao company expects to retain a 5 percent share in the investment.

“The partnership will develop the marsh and hand it over to the Lao government when the joint venture agreement comes to an end,” Mr Somsavat told the press conference, adding that all property and industrial units would also be handed over to the Lao government at that time.


He confirmed that any Lao person with enough money could purchase a property or business unit in the new development zone. There would be no discrimination among buyers and no special concessions for Chinese citizens.

He said the Chinese company would profit from the sale of buildings and business centres in the new town.


Mr Somsavat said the reason the government had granted permission for a foreign company to develop the area was part of the Party and government's policy to turn its land into capital.


He explained how the project was initiated, saying that the Lao government wanted to build a sports stadium for the SEA Games in Vientiane next year, but had insufficient funds for such a project.


Mr Somsavat had met with the Governor of the China Development Bank, who offered to find a reliable Chinese company to whom to give a loan to build the sports stadium, while the Lao government must offer a suitable piece of land to the joint-venture investors in return.


The government and the Chinese company selected That Luang marsh as suitable for the development of a new township and industrial zone.


He said that Laos would benefit from the project because it would have a new urban development without having to seek a loan to carry out the work itself.

He added that whatever form the development took, the government would still achieve its goal of having a new sports stadium.


Mr Somsavat said the government had agreed to compensate local people who were the legal owners of land in the proposed development area.


According to officials, the Chinese company requires an area of 1,600 hectares for the development, 600 ha of which will be turned into a water park and the rest will be used for businesses and industry.

you guys always said that the government is too conservative. but when they open mind to accept new step of development, you are become afraid.

if this project did by American, you would say that it is good or even fantastic, right?

in fact Laos wants to develop its economy quicky, Laos should stick with China a lot.

The Lao government has denied rumours that a huge property development project on the outskirts of Vientiane will become a sprawling Chinatown, home to 50,000 Chinese families, government sources said Tuesday.

Lao Deputy Prime Minister Somsavat Lengsavad held a press conference Monday in the capital to deny persistent reports that the That Luang property project, on the eastern outskirts of the capital, was being developed to accommodate an massive influx of Chinese immigrants into the landlocked communist country.

"There have been a lot of false rumours about this project," said Foreign Ministry spokesman Yong Chanthalangsy. "They are calling it a Chinatown. It is not a Chinatown," Yong said in a telephone interview with Deutsche Presse-Agentur dpa.

Somsavat, a former foreign minister and one of the few Lao leaders who can speak Mandarin, called the press conference to clarify the status of That Luang marsh development project which is being jointly developed by a Lao company and its Chinese partner.

"The partnership will develop the marsh and hand it over to the Lao government when the joint venture agreement comes to an end," Somsavat was quoted in the Vientiane Times.

He explained that the joint venture had been granted a concession to develop a "new township and industrial zone" in the Vientiane suburb as a means of repaying the Chinese government for financing the construction of a new sports stadium for Vientiane to host the South-East Asia Games next year.

The concession allows the joint venture to sell residential and industrial units to both Lao nationals and foreigners, including Chinese citizens.

The contract lasts for 50 years, after which it may be extended, said Somsavat. The township-cum-industrial estate will reportedly cover 1,600 hectares, 600 hectares of which will be turned into a water park.

"The labour will be recruited here, in Laos, and if necessary the company will hire some technicians from China," said Yong, who also denied rumours that many of the thousands of Chinese labourers brought in to build the sports stadium had remained in Laos.

Laos has a population of less than 6 million people.

Laos had close ties with the Soviet bloc, especially Vietnam, between 1975 to 1988, but had gradually improved its relations with China after the collapse of the Soviet Union and termination of aid from the former communist superpower. (dpa)

I must agree with you the comment above, I am sick and tired about people, whether they are lao in USA or anywhere in the world who always criticise and have something to say about chinese.....But as you said american came to LAO to drop, create war, do the killing but not come to LAO for construction and development. I would like to say to those critics of LAO, SHUT UP YOUR FACE. It sounds like the farse all of your nonsenses about LAO or chinese....this chinese that. Shut up. Laos  was neutral in the US-Vietnam war.
Vietcong sneak into Laos land ILLEGALLY so they can move their army as well as supply thier army in the south via this HO CHI MINH TRAIL in Laos.

Vietcong committed an act of war by putting their army in Laos soil. Laos was S-T-U-P-I-D not to declare war.

Therefore USA bomb the trail to stop the Vietcong invading Laos land.

I don't see you people are against that.  Oh, no you are not because you want that since you are a communist and love communist.

I am against the old Laos regime AND I am gainst Laos current regime.

If you said you will stick with Thailand, can you point out what kind of project or development which Thailand has in Lao?. Have a look at ITECC it belongs to Tang freres, back ground chinese. Tibet and Lao are 2 different things don't mix up.

There are china towns all over the world, china town in USA, china town in Australia etc, there are chinese people who live in these countries but I don't see they eat up or control these countries, because I live in Australia myself. China town and chinese garden right in the centre of Sydney but Australia is still Australia.
Pauline Hanson was a racist person she used to say Australia will invaded by asians but reality asians only represent a few percent in australian population. So whatever Pauline Hanson stated to create fear and hatred is WRONG.
I don't believe it will happen to LAO either ( chinese will eat up LAO). There is no such a thing.

Dirt poor Laos want to host ASEAN olympic. Want to build hug sport center. Got to be the big shot like other countries. What Laos don't know other countries have money and Laos don't. So they go beg Chinese to come and built it in exchange for part of Laos. So the Chinese eating up Laos little at a time.

Better start learning Chinese.

Again, my claim of ignorant and outright stupid comments and posts still stand. The sad thing is that I only pointed this out, some of you people actually showed the rest of us how right I am.

How can anything be civilized in such a discussion when immediately posts come from every corner of the world from Lao people everywhere voicing such uneducated spat.

I am sure if this site required people to register to post, we'd have less of this ignorance.

I 100% totally agree with the person that said the people complain and whine about how conservative the Lao government is, and when they finally open up and do something, they get negative comments thrown at them.

I see this project as a good thing. Its taking land, 100% unused by anyone, and turning it into something good. In my mind, if you have something un-used, and most likely will never be developed (because truth be told, Lao people can't do anything right can they?) then why not sell it for an investment.

My favorite part of the whole article is this: "He said that Laos would benefit from the project because it would have a new urban development without having to seek a loan to carry out the work itself."

Honestly, this should be an awakening for the Laotian citizens living in Laos. It should say to them "Hey, why not contribute to the motherland before someone else does? Why not develop a plot of land so that it can be Lao made, Lao built, and Lao owned?"

Criticism was part of living in democracy.  Unfortunately Lao is not a democracy country.  So please stop give negative comment to our Government.
