No, i know french very well... i'm french, so i know perfectly what is "quai"... but i know english not perfectly.... maybe "dock" is not the best english translation for "quai" in this case... my Harrap's french-english dictionnary propose "quay" or "embankment", another dictionary "wharf"

Sometime, in France, we call "quai" the street that go along the dock, along the river, even if the real "quai" is not really the street but the place where you can park the boats.

For me, as a french, it's not shoking at all to see this place called "Quai Fa Ngum"
