China has been a major aid donor to Laos for the past ten years with grants totalling more than 2,300 millon yuans to fund over 60 development projects, and that excludes over 300 million dollars in low- interest loans.

During Laotian Prime Minister Bouasone Bouphavanh's visit to Beijing in August 2007, China agreed to provide its southern neighbor more than 512 million yuans in grants and low-interest loans. Chinese companies are also building a sports complex for Laos to host the 25th SEA

Games in 2009 in exchange for a 50-year concession on the That Luang marshland where China has been given permission to build a new residential and shopping areas. China is also building a new television station in Vientiane for Laos to use to broadcast the SEA Games events.

China, now number-two foreign investor in Laos, is expected to surpass number-one Thailand by year's end, and its overall current investment values of more than 1,100 million dollars are expected to top 3 billion dollars by 2010.

Russia wrote off 70% of the debt Laos owed them. Laos can always hope China willing to the same.

How can lao people are so stupid. a business person invest their money with out profit, that a stupid business man. Russia they did not write off thier dept they took the gold and wood. keep hopping ok. they just going to take over the country in fifty year like thailand. all the rich people and hight rang goverment official are chinese decident.

Its called being a philanthropist. The Chinese government gives loans away, knowing most likely most of it will never come back. The hope is to sway the Lao government and the Chinese government closer. Don't you ever do things to friends because, they're simply friends?

It's all about the Geopolitic.  It's much cheaper for China to have a friendly regime in its southern border. The American are currently employing the encirclement policy against China. Also, China and Taiwan are playing International diplomatic game of chess. The fear of China annexing Laos is totally unfound and outright racist. Upon the creation of the United Nations, the days of world conquering and empiring building has become a thing of the past.

Just a simple question that most of lao like you don't want to hear!!think of it if your parents own too much to the bank and can't pay back what's going to happen??????????lao will  carry that dept from genaration to next!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Well,  people who are likely to betray his/her country always criticizes things  in  negative way.  I just want to know how can a country or even a man can stand without having relationship with others. Giving aid or loan to a country is something like helping one of your friends who is in a critical situation to make him/her recover and survive in society. Giving loan is good if such loan is used properly and effectively. Our government is smart enough to deal with aid or loan or cooperation with foreign countries. I am sure that under the leadership of our Lao government, Lao PDR will, one day, be a hero in term of social-economic development.
We, as the Lao people, do not have to criticize rather than to give helpful idea, information, or other positive point of views.
Those who want to betray your nation, kill yourself will be a better way.

For your information:

Currently USA owes foreigners over two trillion dollars. In addition many trillions of dollars are also held in foreign central banks.
 
So long as Lao government can get loan, it would only be a plus.

You know what?

Lao government had tried to ask loan from World bank for 10 years for building Power dam Nam theun 2, starting from 1992 and 2004 World Bank granted a loan. It was really hard for Lao government. Imagine, asking for loan was not different with the kind of that Lao government looked like a poor beggar.

Yes, needless to say much  just imagine when you are poor and  want to borrow money from other people, if they are not your good friends or friends in need, you would have to get nothing from them. They are afraid that you would not able to pay money back.

For the ASEA Games studium, Lao government also had tried to ask loan from many countries in ASEAN for quite long, but was not sucessful. 

At the end of the day, China could help. I don't know what I would write further except one word :"Thank you Chinese people, you are the friends in need of Lao people." 

I don't know other people would do the same thing like I do. Perhaps, because I am a poor man who had ever entered with such experience. For one, I know that our Lao government would say so.

What was the reason for not getting the loan?
Is it simply because Laos  have no collateral? or is it because some other requirement Laos can not met?
You said they ask for a loan for 10 years and finally got it in 1992. So they must have started in 1982? That is just few years Pathet Lao took over the government. Maybe that the reason why the loan was decline?

I don't know, when you have one of the world's biggest Economies and highest GDP, 300 mil is like chump change!
