Over 100 Billion Kips in Revenues Lost Due to Corruption in Laos

(VOA) A high-ranking official with the Lao State Inspection Agency says corruption cost the government over 100 billion kips in revenues loss last year, with the most corrupt departments causing the largest losses being those responsible for investment and revenues collection.


Although an anti-graft law was passed by Laos' National Assembly in 2006, its enforcement has been weak and ineffective. The head of the National Assembly Legal Commission acknowledges that corruption is hard to tackled in Laos because there is no real mechanism to monitor corruption throughout the society. Meanwhile,

NA Vice President Saysomphone Phomvihan confirms that corruption is the major concern of most of the people who sent in their opinions and complaints to the National Assembly during its recent 5th ordinary session.


During the same session, Finance Minister SomdyDoungdy reported to the National Assembly that for the first eight months of the current fiscal year, the government has been able to collect some 5.4 trillion kips in revenues or about 75.8% of the targeted goal. Over half of the collected revenues - 3,492 billion kips - is from export-import tariffs.

There are no corruption in Laos PDR. Just ask our friendly LPA and most of the members here. I use to think there was but they all convinced me it was just all false rumor.

You just can’t be reasoned with someone who lives in denial. You will waste your time. Corruption is like common disease in our society and every country suffers from it to certain degree. The only difference is in the Western world, they have better mechanism to fight corruption and bring perpetrators to justice, but to flatly repudiate its existence in a third word (Laos), is pathetically incomprehensible. When there is a transition from backward communism to embrace capitalism, corruption is the primary challenge in every communist country. China, for example, wasn’t long ago put one of their governors to dead and many others who were apprehended due to financial crimes were also executed. We all know in socialist communists, you were not allowed to be rich; everyone should be equal regardless of how hard you worked and workers received the same pay through states. No private enterprises were allowed.  I remember Mao Ze Dong used to tell his people that being rich is a crime; Deng Xiaoping, the reformist, on the other hand said, “Being rich is a glory for all Chinese.” Without Deng, China would not be who she is today. doh

Please do not put words on my mouth. If you have a personal agenda with me then let it be known. Corruption is worldwide and the Lao PDR is certainly not immuned from corruption and other social problems.

Even our farmers, who have never attended to primary schools, also know that there is corruption in Laos. Morever, they know that our government is trying to cope with this problem. No doubt thing cannot be solved over night. 

So, probably no need people outside Laos to tell us about that. But having said that I do expect something more intelligent from our commentators like how to cope with this problem and how they do in other other countries rather than childish comments.

First of all you don't know me and I don't know  you. Please stop making a completely fool out of yourself with your false accusation and speculation. 

The Lao Government and military officials were issued personal vehicles by the State. As you know the Lao Government/ military officials' salary are quite low. Hence the Lao Government subsidized their transportation and housing needs to offset their meager salaries. Many Lao Government/military officials worked long hours to get the job done. Lao Government/military officials do their own janitorial work in their offices as the Lao Government cannot afford janitorial services.

Hi all,


Even a small chindren know that lao governemtn is so corrupt, but they just can't show their voice, no media, and especially no Political opponent. So lao governement, ( corrupt and undependent) will do what ever they want.

so what to do? I could bet my head on the table that this problem will be the one of the biggest obstacle for country development to then next 50 years and without mention Vietname influence on the government.
