Very good idea!!  All those tourists need to keep their distance from the monks.  This is not some parade at disneyland, it is a religious event.

Regarding that comment about the rice.  I think they are trying to discourage tourists from buying rice off the street.  Those ladies selling the rice can be very annoying.

Many foreign tourists lodge complaints about the women who sell their cooked stiky rice on the street pavements to them and keep supplying the new rice containers to the tourists by not telling them about it and later on ccharged the tourists for more cooked sticky rice they took why giving the alms to the monks.

That mean while the tourists are busy giving alms to the fast walking monks, the cooked rice selling women that are behind the line of the tourists tried hard to sell their rice by pushing more rice containers to the unaware tourists who never counted how many rice countainers they are using or buying from the sellers. Later on, the sellers charged the tourists by saying that the tourists have used more than one containers of their cooked rice. The tourists then have to pay more for the cooked rice they used in stead of just one container.

Look like a tour bus in the background. The tour operator have the responsibility to inform the tourists of the culture and tradition as well as manner and respect.
