Well, I don't think Laos will be gaining anything from Obama's office anytime soon. First of all, Obama needs to help fix this financial mess here in the U.S. and bring the economy back where it used to be. So many people are loosing their homes and jobs. I think that should be his first priority.
You need to develop your own country, we are not your mother or father.
Trade
We already allow imports from Laos at the lowest rates, (5% isn't it?) will you open up your markets at the same rate? Computers? Cars? When you talk of trade you should think of opening up your own country, it will be to your benefit.
UXO clearance
We are the worlds largest contributer to UXO Lao, we will continue to increase aid as long as you continue to expand your capacity to use it responsibly.
Hmong issues
There will be no change. The US recognises the govt of the Lao PDR as the ruler of the country and it's people, yet at the same time wishes for greater transparency on refugee and humanitarian issues. I personaly will be very happy when the former Xaysambone Special Zone is open to all foreign travel.
What's there for Laos to offer to the US? Nada! if you have nothing then American are not interested, they're only interest something that they could get something back....
Bush government provided more than $13.7 million in foreign assistance to Laos in 2006, in areas including unexploded ordnance clearance and removal, health and avian influenza, education, economic development, and governance. I think Laos will get aid more from the new government of USA estimate that will reach $15 million to $20.millions.
How can Laos get something from the U.S. when laos itself doesn't even have what the american needs! Both countries doesn't even have a strong diplomatic relationship with each other.

Now if that was true that US gave $13.7 milion to laos then that was our money that our government gave to laos.
Laos probably won't need anything from Obama, as long as he will not support Vangpao or the bad Lao Nork to make a war against Lao people, it would be fine.
That is propbably the only thing what Lao people would ask Obama as President of USA. Lao people want peace but not war. Lao people need time to develop Laos.
Obama already gave my kids' dream and future.and mine too. Like Obama my son is biracial, (kohn sot) and like Obama he is the American born son of an immigrant. Maybe a Lao American half breed in 2048.
