I don't think there is a set date for Hmong New Year. It seems  like they celebrate every week from November thru February.

So you're Thai living in Pakse or Thai Pakse?
Anyway, I'm not sure about the when Tai Dam's new year is celebrated. Both Thai Wieng and Thai Tai celebrate the same new year, which is around April 13. Basically the Lao, Lue, and Phouan clebrate theirs in April.

I think Hmong people line up to throw the balls to each other for fun and for talking and flirting between males and females or between boys and girls.
