No that is not throught Laos has different trade policyand trade argreement than vietnam cambodia and thai.

Landlock and no ways out to the sea, that's why our government always used for excuses

but nowadays, our government doesn't say it anymore, becayse we have ways out to see via Vietnam and thailand, our economic will be better and better after the road will be well paved to vietnam and the bridges will be built across the Mekong river. of course, No sea still a mian problem for investors and local businessmen to deal with foreigners. because if we connect to the ocean, the fee of transportation will be less and faster.
