Dirty water doesn't sound very nice, Lao people use clean water.but just mixed with colors I don't support and use colored water to sprinkle on people during the festival and I dislike people to sprinkle colored on me as well. I like to use " Black from the boiler and mixed with oil and wipe on face

I'm sure is from Lao because look at the 2nd picture, between the vehicles is a Lao flag.
