English, and he did pretty well too. Certainly well enough to be understood and he got his points out there. Not shy of the BBC or whatever.

I got there by going to CNN and searching videos using the word Laos.

He speaks Eglish of cause, and you guys know what?.. he might speak french very well, as you guys don't know,, many lao older people they are very good in French, so taht with his interview his english is clear like a french speaking.
