Suppose the world bank and the US garantee the laon to Laos with the amount 500 billion dollars . What must Laos do with that money to made Laos become modern and economy strong and when Laos will be able to pay those money back ? What Laos have to build first ? and what industries should be built ? where to build ? the high way and railraod to transport the good to the sea ? or by air ( airport).
the amount of money is necessary, but if you get the big like you stated it, laos will not become modern country overnight. it's not only the money is important, it's the ppl, the resources and the knowledge have to be together. you can build manufacturers, railroads, high ways all together, but if you don't have the knowledge to manage and make profit from them, it will break down right after you build it. In genaral with that money we should study where the world market and open the bank with a little low interest laon to the companies in different products to build the factories in Laos so the Lao people could get jobs . The laon to the companies which each companies much have their own money at least 50% to build the factories such as , carment, rubbers , plastic and computers and electronic part that we could hit the top manager or top scientist from Germany or United Statesand Japan to supervises..and trein the Lao people..etc...too many idea when you have the money and the most important sent the Lao youth over sea to learn and stupy and get experience from other countries . Also invest and be partner with the foreign companies already have their product on the markets..and have they build some factories in Laos. So there are too many idea when you have the money..... When there are a lot of jobs and a lot of income to the people and also a lot of taxes to be paid to the country, I must say that the raod and railraod must be build first from the factories to the harbor so Laos diplomatic must play a big role between the neighbor countries so Laos won't be gaging to death. We start invest with the other different companies in different products which they already have experience and product in the market such as nike, levis , cannon , microsolf..., toyota....etc...have be part of them and have they build some of their factories in Laos. If indeed the US let Laos borrow that amount, first I doubt if Laos can pay it in the span of 30 years as what someone here mentioned. Next, that could only give Laos a headstart towards social and economic development is the money is spent wisely. IF there is no clear policy and well developed plan on how that money will be spent, Laos will only end up like a gambler in the casino who will lose everything and end up broke, and your grandchildren , greatgrand children and great-great grandchildren will be forever indebt to the US.

No Matter how much money is lent or donated to laos, the corruption of the government in laos will thank them with a smile on their faces and it will then be shared into each politicians pockets, this money will not be used for any infrustructure in laos nor the laos people will never see.

Unless there would be a foreseeable expectation that Laos will miraculously receive $500 billion dollars a year or so, or a decade from now, then there is no point discussing this hypothesis. Nonetheless, I presumed your sincerity in asking for my opinion, so I will briefly explain and direct you to a perceptible indication of truth about Laos.As you know, a country is in an urgent need for various professionals, institutions and infrastructures. Laos, a country with GDP less than $15 billion dollars sure can do a lot with that half of a trillion. Let’s hire 3 economists from Thailand or Japan would cost $300,000 the most to assist in a 10th-Five Year Plan for the first $250 or $300 billion as an experimental strategy. Infrastructures greatly contribute to GDP and higher GDP contributes to better living standard. This is of course based on a fairly equitable distribution of income. In addition, more advanced infrastructures, allow greater potential for household savings and corporate profitability and lead to a substantial amount of tax revenues. The government then can also introduce an Institution of Microfinance providing financial services/loans to the average or poor citizens, self-employed individuals and other small entrepreneurs with below market interest rates.
But in economics, other things are equal (ceteris paribus) which means the need to forgo a small or larger portion of something is inevitable in order to have more of something and how elastic Laos’ economy to changes of others’ economy are equally important because economics is not based on scientific theory but rather empirical experiment and observation. If capital inflows are not matched with capital outflows in a timely fashion, then any hope for a sustainment of growth would be very difficult to achieve as investment is typically pre-funded and capital will usually flow in before it goes out; the same thing with imports and profits. Having $500 billion dollars to invest undeniably needs serious reforms and policy changes. Would Lao-economy at the present be better off with just a pure competition or pure monopoly or the confluence of monopolistic competition, and oligopolistic competition? In what sectors would any of these be allowed so as to have better price control and increase maximum number of labor force? As we all know, most policy makers tend to give a much higher weight to short-term problems than the longer view without a clear-cut distinction.
What about changing the constitution and sign it into law the property rights? That would ensure foreign investors in Laos are there to stay. As they stay, their interests also grow and as their interests grow, their businesses would also expand then Laos would become more significant to the world’s entrepreneurships and more jobs would be created along other necessary infrastructures; furthermore, Laos would have greater access to loans from international bank such as IMF after it fully invests $500 billion dollars assuming a substantial increase in gross domestic production (GDP)
Frankly speaking, I can’t just explain in a few paragraphs or just a few pages in economics. However, Laos does not have many raw materials to attract foreign countries and Laos had not ever been considered a desirable strategic locality for any major powers besides Skinny Viets, so the $500 billion dollars will remain as a wet dream for years to come and as I said, it is too unrealistic and useless for further discussion.

Assuming what you said was true; still it does not change the fact that Laos was not anywhere as important as South Vietnam in the eyes of Washington at the time.It was being used by Hanoi as a passage of supply to their fighting men and women in the South and with the assistance of Lao Isara only facilitated their mission and as series of aerial interdiction campaigns by Americans in conjunction with Royal Lao Army had undeniably made life a living hell for the Viets along Ho Chi Minh Trail. The shortage of food indeed emaciated many Vietcongs and their weights of less than 98 pounds manifested it in this regards. So the mighty B-52s had done a great job.

Plenty of evidences and very easy to find just go back to Laos and try to get somethings done without bribes you never get the work done ,the same with the police and the drug dealers. It seems no hope also look at the high ranking government officials where and how they get the money from to build the big houses and buy very expensive cars with cash and look at their banking account in the foreign or Swiss banks.
