Land authority takes stock of tax collection Vientiane Times, 8 Oct 2009
The National Land Management Authority in Vientiane yesterday met to summarise and evaluate land tax collection nationwide.
Land management is an important task because it relates to development in many sectors, including investment made in land by Lao and overseas businesses, said Minister to the Prime Minister's Office and Head of the authority, Mr Kham-ouan Boupha, during the meeting.
The meeting was convened to review land tax collection for this fiscal year and to draw up plans for achieving objectives next fiscal year.
Good land management will be reflected in land that enjoys environmental protection, is of good quality and contributes to the country's development, Mr Kham-ouan said.
This fiscal year, authority officials focussed on disseminating land policy, law and information, while gathering data for system entry. At the same time they continued with their work of registering, title granting and land tax collection.
Next fiscal year the authority has set land use plans for 16 disadvantaged districts and will continue to issue land titles for villages nationwide, promote land policy and law, and work in land tax collection.
The National Land Management Authority has received more than 260 billion kip from land tax nationwide this year, exceeding the target of 230 billion kip set by the National Assembly.
A report from the authority says the use of a computerised system is an important factor in the success of its work.
Xaythany district in Vientiane has succeeded in meeting and even exceeding its land tax collection target, with revenue of more than 2.8 billion kip.
District officials finalised tax collection in a total of 104 villages last month.
The district covers 80,860 hectares, with agricultural land covering more than 14,000 hectares.
Local residents understand their obligation to pay taxes on their land because district and village officials have undertaken a campaign to remind them of their commitment, contributing to the success of this year's collection. Transparency in tax collection, especially in calculating the size of land plots, gives villagers trust in the way taxes are imposed.
In the future, officials hope to create an electronic database of all land area statistics, aiming for further efficiency and accuracy in taxation.
