 There is no surprise that the south Korea president will not visit Laos because there is no business for him with Lao government in Laos. He will visit Vietnam , Thailand and Cambodia on business trip. South Korea will build Hyundai auto assembly factory in Cambodia and expense market in Thailand and Vietnam but Lao government does not have any business plans with south Korean president  but only asking or bagging for more  aid . May be Kim Jong Il and Raul Castro will visit Laos.

Because he was not invited by the Lao Government. The reason he was in Cambodia is because he was an invited guest of Cambodia's premier, His Excellency Hun Sen. The ROK and the LPDR are currently enjoying a  very warm mutual bilateral relationship. The ROK recognize the importance that Laos play in their dealing with their brothers in the North. Laos is a close friends of DPRK and the Lao government has always adhered to the policy of a peaceful reunification of the two Korea .

Ask yourself this? What compelled the US Authority to act and arrested VP and Co-Defendants for the coup plot in the Lao PDR? The US supported these criminal in the past. Why the sudden change of policy? It's partially because Lao PDR know how to play it diplomatic card game right. Another example: The Vang Tao/Chongmek checkpoint robbery. What happenned to the suspects?

South Korea needs Lao PDR in their everyday dealing with their brothers in the North. Laos and the DRPK are good friends and Laos adhered to the peaceful reunification of the two Korea. ROK is investing hundred of millions in Laos hydro potential. Daewoo and Hyundai are key players in the ROK influence in Laos and the ASEAN.

The recent ROK president visit to the region is by no way a snub on Lao PDR. The ROK president was merely paying courtesy to those countries on those Country's Government invitation. The relations between Lao PDR and ROK is rock solid.
