YES, I AGREE. I AM NOT SURE WHETHER THE FIRST ONE IS CORRECT -NO IDEA! HOWEVER, THE SECOND ONE IS FUNNY. I GUESS THE ADVERTISING SIGN COULD'VE BEEN MADE BY THE OWNER OF THE SHOP. SHE/HE DIDN'T WANT TO ASK OTHERS TO HELP MAKE IT PERFECT!
For the store the should put on the sign is the name of the store in big/bold letter on the top like SINGTHONG and under the name of the store it should be a word. (Hardware Supplies ) there's no need to include a word " sale ", because everyone knows that when you have a big sign up in the front of your property/store it is well understood that you're selling merchandise in there.
A Mistake that people like to make is they translate Lao language to English by word from word , many times it doesn't work and rather sounds funny.

Both signs are funny. They are O.K. to understand for Lao people but, I'm not sure for the foreign people. They might take a wile before figured out its meaning. Who's took these 2 pictures? and from where? I hope not from Vientiane.
The first one is correct in case there is a lifesaver under the seat inside the air plane. You can use that lifesaver under the seat as a float when the air plane crash into the river or the ocean.
