Well, to me. either regal or not regal we as lao citizens can fin it easily on the Street of lao. even Yabaa, Ya-EE, So there's no need to ask a govt to regalize it. Marijuana is a very easy to grow, harvest and prepare addictive substance, hence high risk for abuse. If it is legalized for use other than as curative medicine, then there is high probability that people (young and old) might get hooked to it. Then you will have more social problems (crimes, robberies, rapes, gang wars, school drop outs, teen-age pregnancies, broken families, felonies, job lost).
Currently, its illegal and yet many people are getting hooked to it. What more if authorities will legalize it? Its addictive nature will make it sell like candies; even if media officers will make a very smart campaign to remind people about the dangers people will continue to use it (look at cigarettes).
It is human nature to consistently seek pleasure... pleasurable sights, pleasurable taste, pleasurable emotions, pleasurable feelings. People has this tendency to repeatitively do things that give them the "good" feeeling, hence addiction. Some will go too far just to have this "good" feel. Women will spend too much money on body augmentation just to feel pleasurabley beautiful. Drug addicts will kill just to get satisfaction for their cravings for the "ecstatic" feeling that substances provides... the high level.
laos has far too much problem to face already. Having a troubled society will not contribute to making Laos out of the list of poorest country. I would rather support a topic that would propose a thorough research on other medical benefits of marijuana that legalizing its use beyond the field of medicine.

#1 Marijuana was legal in Laos up until around 2000, you could just go to the back of Dalat Sao and buy it in 01. There were no drug laws at all in Laos until around 2000, when, after pressure from Western countries, especially the USA all the usual drugs were made illeagal. Pot, opium, heroin, whatever. I'm amazed no one seems to know this, were you born yesterday?
#2 Pot is not adictive, period. It's a recreational drug, like beer but not as harmful. The two most harmful drugs in the world are alcahol and tabaco (cigarettes).
