Billions of kip lost through corruption, says inspector

A hundred billion kip of government money for use in state investment projects has gone missing in recent years, bringing the issue of corruption to the forefront of national concerns.
Such illegal activities have become a big issue in Laos .
The State Inspection Authority unveiled the results of its fact- finding efforts this week.
The authority revealed its findings to those gathered at a ceremony to mark International Day against Corruption in Vientiane on Monday.
Deputy Prime Minister and President of the State Inspection Authority, Mr Asang Laoly, Vientiane Mayor, Mr Sombat Yialiher, and a number of UN officials attended the event.
The presence of such important leaders is seen as one of the best reflections yet of the proactive moves of the government as it aims to fight against corruption nationwide.
The government has stated that it considers corruption as the main obstacle to socio-economic development.
The State Inspection Authority found corruption occurred in law enforcement as well as in the management of natural resources and land.
These are seen as a causal factor in widespread illegal logging and subsequent habitat destruction.
According to the fact-finding report, in 2007 the authority inspected 175 government funded infrastructure construction projects around the country.
It found that funds of up to 38 billion kip were unaccounted for.
The authority inspected distribution of 36 billion kip in government loans for business units to implement 36 government projects from 2002 to 2008. It learnt the money had been used inappropriately, resulting in a large number of non- performing loans.
Eleven business operations were unable to repay borrowed funds, causing the government to shoulder the responsibility for paying interest on such loans to banks totalling about 11 billion kip annually.
The authority inspected the foreign funded development projects KR1 and KR2, which the Ministry of Agriculture has been implementing since 2002, and found 38 billion kip unaccounted for.
Permission granted illegally by local authorities for the import of vehicles was also revealed in two provinces in 2008.
It is estimated that such practices have caused the government to lose tax revenues amounting to about 13 billion kip.
Cases of unlawful permission to transport timber were found in 11 provinces nationwide during the 2007/2008 fiscal year, according to the authority.
The government approved 217 billion kip in emergency funding in 2008 to help provinces to repair infrastructure in the wake of flooding.
After carrying out inspections, the State Inspection Authority learnt the authority overspent its budget, creating a deficit of 100 billion kip for the government.
The State Inspection Authority said such incidents of corruption remain a great challenge despite the efforts made by the government to curb these activities.
In 2005, the Lao National Assembly adopted the Law on Anti-Corruption, giving legal back-up for the inspection authority to perform its duty.
The assembly also ratified the International Convention against Corruption this year.The international community has expressed appreciation to the government for its active efforts to tackle corruption, which they have declared a major obstacle to socio- economic development.

HANOI, Nov 30 (AFP) - Laos has taken the unusual step of firing a number of judges, a newspaper said on Monday, possibly to bring the communist country in line with international legal norms.
It was not clear how many judges were sacked or exactly why, but the decision was announced at the close Friday of the Lao National Assembly's six-month session, a top decision-making body.
"The judges violated the law," the Vientiane Times quoted Thongteun Sayasane, spokesman for the Assembly, as saying Friday.
Their removal came on the recommendation of the Lao People's Supreme Court, which found the judges had not performed in accordance with the law, the report quoted Thongteun as saying.
He added that firing judges was a rare move by the National Assembly.
But it was not surprising given Laos has "made quite a stride" in trying to join the international legal and human rights framework in recent years, said Dirk Wagener, of the United Nations Development Programme (UNDP) in Laos.
Wagener, Assistant Resident Representative and head of the Governance Unit at the UNDP's Laos office, said he did not have details of the sackings but noted the country recently ratified the UN's Convention Against Corruption, as well as the UN's Covenant on Civil and Political Rights.
"We have a lot of indications that the country continues to open up, and taking the issue of corruption much more seriously than before is part of the process," he said.
Human rights watchdog Amnesty International said earlier this year that trials in Laos did not meet international standards of fairness.
Lao government spokesman Khenthong Nuanthasing could not confirm the Vientiane Times report, and the National Assembly could not be reached.
all talks and no actions!!!! they been talking about fighting corruption for years but the people never seen anyone got put in jail. by talking about it, makes people thinks that they are doing something about it.... but in reality, they are helping themselves with free money.. send their kids to school in other countries, build their palaces, and plenty of SUV for their families... and the poor folks will continue wondering where is the next meals will be coming from.. true but SAD!!!!
Besides the corupt officials who send thier kids to Euro schools etc etc...
Laos also has honest officials, and judges. They live in small houses and don't own a car because their salary is too low. I think the govt of the Lao PDR has made a concerted effort to cut back on corruption. The effort has been going on for a couple of years now, I think it has something to do with the new Prime Minister.
The money lost isn't signifigant in and of itself, the true damage is when officials don't act in the best interest of the country, more is lost than money. I think this latest anti corruption drive is an honest undertaking to cut back on corruption. This isn't just to make noise.

However, I think the Anonymous above just want to correct you: "assemblymen", "assemblywomen" and "billions of kips to burn." We are only told how many billions are unaccounted for, but what we need to know is how the government plans to deal with corruption.
Laos needs to have strong and honest leaders at the top to stamp out corruption. I always believe that corruption in Laos can be sorted out if the government really wants to. For instance, the government must confiscate assets from corrupt officers back to the state’s coffer, and those corrupt officers need to be sacked permanently. At the moment, some corrupt officers have been sacked for their wrong doings but not told to pay back what they have taken, and a few months or a year later you’ll see those corrupt people popping up on other high positions in the government again.
