The Europeans and Japanese need to cherry pick their aid projects carefully to have effective political influence. Even though they're the biggest aid donors, spreading their aid here and there where very few people know about is not effective.  But the do have the kindest of hearts.

However, the Chinese choose what to help carefully like building a sport stadium, big monumental buildings where the whole country knows about.
