City’s new town to go ahead: officials

A major Chinese investment that will see That Luang wetland and surrounds developed into a new urban centre is still going ahead, according to senior Vientiane officials.

Vientiane Integrated Development Project Director, Mr Sihoun Sithileuxay made the confirmation yesterday to play down widespread speculation that the investor had withdrawn from the US$1.1 billion “new town” development project at the wetland.

“The new town project at That Luang wetland and the construction of the National Sports Stadium are inseparable,” he told Vientiane Times after attending a seminar on That Luang Wetland Management at Lao Plaza Hotel in Vientiane .

At the end of last year, the Food and Agriculture Organisation (FAO) proposed the preservation of 20 square km of That Luang wetland, with the stated aims of protecting existing hydrology, fauna and flora, livelihoods as well as the cultural and historical values of the area.

The proposal and debate around it has raised questions among the public regarding whether the planned investment and project had been cancelled.

There has also been little visible evidence that the construction will start soon.

Mr Sihoun said the Vientiane Administration had completed demarcation of 670 hectares for the project,

He said the government was in discussion with investors on the acquisition of funds to compensate people who have to leave the project area.

Once the two sides can conclude discussions, the new town development project will move forward to the next phase, he said.

“We can not say exactly when the two sides will complete their discussions on the issue,” he said, adding that compensation will cost more than US$100 million (more than 847 billion kip).

Another official responsible for the planned new town project, Mr Saythavy Nhaengvannavong, said the Lao government would not change its mind regarding the development of the That Luang wetland area, as the agreement had been made by the two sides.

However, he was unable to confirm when construction would begin.

He said the China Development Bank would provide funds of about US$1.1 billion for Chinese companies to develop the new town, which will include schools, hotels, a hospital, shopping centre and some light industry.

Lao government also will provide 100 hectares of land in Dongphosy area and 430 hectares at Km 18 for the Chinese companies to develop the new urban centre.

The policy of the Lao government is to be active in mobilising investment into the country to secure continuation of economic growth and provide sufficient jobs and income for the nation’s growing population.

          Money talk the government will allow any thing that the Chinese demands. The Chinese own Laos. Sorry wetland good bye  you have been on earth for thousand of years now it is time for you to disappear. So what ever the Chinese and the Vietnamese demands , don't waste your time to discuss it. All the decisions have already been made for all of Laotian regardless all the Laotian like it or not. If the Chinese would like to open more casino and porno stores in China town which is  near by That Luang that should be OK also.

No surprised. Imagine 10 years from now what would happen when millions of Chinese are living in Laos and Lao culture and language would be destroyed. Who ever need to get a job must speak Chinese and Vietnamese. No need for Chinese and Vietnamese to learn Lao language to live  and amke a living in Laos.

Let it be , dear friends...Let the lao government do and enjoy their fancy though, we, people have the right to pay income tax for the good living of high raking officials. what the government have decided is always right including land concessions, casino, allowing chineses and vietnameses to settle in main cities robbing the right of local people to do small business to pay the living and education of their children...so keep our mouth shut !

In the next century, Lao people will be the minority of Laos and the country will be governed by the Chinese or Vietnamese just like in Yunnan province. By that time,  the name of Laos could be changed also.

To Lao government, peaceful and good environment were very importance to Lao people in Vientiane. Don`t be  in hurry in developing, we must proceed in developing step by step.

Are there any thing that China have been helping Laos that China would not gain any benefit and advantages from Laos. So that is no free lunch  .

Dear Dark Angel, there is no free lunch in our nowaday society, even when your relatives invite you to their children's wedding ceremony , they're inviting you to give them money, not inviting you to eat freely your lunch or dinner, and you , the fool who didn't want others to know that you are not a ****ing miser and want to look smarter put 1000 Baht in each wedding envelop Hahaha ! go go go smart Dark Angel Haha the next day others will pay you back while your children's wedding take place Hahaha ! ... kidding !

A lot of people said the Chinese and the Vietnamese are Lao best friend and allies and gave Laos aid and loans and investment in Laos becuase they love Lao people that what the government have been told the Lao people. So why do they take too much benefit and profit from Laos in any ways that they could with  in their demands. The Chinese , the Vietnamese and the Russian are all our friends don't they give Laos a break .

The Russian Federation Council
has ratified an agreement between the governments of Russia and Laos
on the settlement of the republic's loan debt to Russia denominated in
rubles. According to Mikhail Margelov, chairman of the Federation
Council's foreign affairs committee, the agreement provides for the
restructuring of Laos's total $1.3billion dollars debt from November 1, 2003. Laos
now has the right to refrain from paying 70 percent of the sum, while
the other 30 percent is subject to negotiations and must be fully
repaid in accordance with the payment schedule. Furthermore, the
consolidated sum and interest rate can be used by Russia in exchange
for its share in environmental protection and other projects on the
territory of Laos. Moreover, Russia is entitled to exchange the
country's debt for certain products and services.

like my mentality before, now and for ever after

Lao look out for Lao

but right now we have to work with what we got. our day will come lao is slowly and quietly making its way on the world scene. economic, reform, all going slow unlike our neighbors who burst into the scene we will take the stairs while they took the elevator.

look even know some examples of lao making our way is
1) world peace gong
2 luang prabang being number 1 in unesco world heritage site destinatoin passing kyoto japan and florence italy...

laos arrival is like a jigsaw puzzle we just found the corners first. but it will all come together great. so far i dont see lao repeating the same mistakes as our neighbor nations.

but dont get me wrong we do have some pretty big ones.
leasing land to foriegneres
losing our natural forests.

but like someone said no such thing as a free lunch

                   That would be nice if the Chinese would like to mix with Lao but I believe they will separate them self and hang around among their Chinese people and look down at Laotian as low class , uneducated and poor nothing but cheap slavery labor to be their maid and service only. So only the rich and powerful families who are in power in the government or rich .

I agreed, just like Indonesia or Malaysia. Chinese people runs everything there and that's why they have riots.
